On page 16 of the progress report has been urgently criticised by Kosovo President Hashim Thaci for selecting judges and prosecutors, Periscopi forwards.
It says that recruiting and selective processes for judges and prosecutors are organised by Judiciary and Prosecutorial Councils, respectively, and are formally based on candidate merits.
But the report further states that the recruiting has raised doubts about the correctness of the process, since rules in the middle of the selection process had been changed.
