But then, when any member of the government cabinet is fired or resigned, the new minister is appointed only by the prime minister, bypassing the Parliament, KTV reports.
From the Democratic Institute of Kosovo, they say this thus far practice should be changed.
Albert Krasniqi thinks the Assembly would have to elect members of the government each time replaced, not just the first time after the elections.
According to him, current practice as it is clouding the role of the Parliament, and ministers are ignoring even reporting to MPs.
The Kosovo government has declared that the way the government cabinet is appointed may be part of electoral reforms, and the political parties' agreement would be needed.
spokeswoman Donjet Gashi has told KTV that until this is done, the Government respects existing procedures, as has Prime Minister Ramush Haradinaj.
Haradinaj has named Bejtush Gashi, minister of Internal Affairs on Friday, following Flamur Sefaj's resignation.
