He was elected prime minister for the first time on his 29th birthday in 1991, and is the only leader of a former Yugoslav republic, which has survived at the helm since the breakup of the old Federation.
Initially, he was one of Slobodan Milosevic's favorites.
When Slovenia, Croatia, Macedonia and Bosnia and Herzegovina declared independence in the years ão91-92, Djukanovic supported Montenegro's decision to stay together with Serbia in the Yugoslav Federation, now very reduced.
It had to be expected until 1997, for it to distance itself with Milosevic's regime, when it led until then impregnable but now weakened, was trying to cancel its opponents' victories in Serbia's local elections.
That same year, he secured victory in Montenegro's presidential election and started working for more autonomy, though not for independence.
During NATO's attacks on Yugoslavia, as a result of Milosevic's repression on Kosovo, he declared Montenegro was not a party to the conflict.
And that gave him considerable financial consent and support from the EU and the United States.
Western admiration for Djukanovic turned into frustration, when the Montenegrin leader insisted on independence even after Milosevic's fall from power in 2000.
He led the country towards Independence and his party to other victories.
Now, he indicated another time that he is invincible and presents himself as a supporter of the West and guarantor of the continuation of the Montenegrin state.
Although it has often been targeted by accusations of corruption, in a country that lacks even a million inhabitants, it seems to know where to strike.
How long he will continue to stand at Djukanovic's helm, this is another issue, despite some cases, he himself has talked about plans to withdraw from politics and focus on business.
