Faculty of Medicine to close, government to sleep

The Faculty of Medicine and several QKUK clinics in 2021 are in danger of closing because of the lack of academic staff at the Faculty of Medicine.

So has the co-ordinator for Chile, noble Kursumli at the table with the “crisis of the existence of QKUK clinics as a result of the lack of professors at the Faculty of Medicine”, organised by the Faculty of Medicine.

Kursumliu said that by comparing the current state of professors with that of the 2000s, there is clearly a decline in the number of professors.

According to him, the lack of academic staff has serious implications even in the existence of clinics at the University Clinical Centre in Kosovo.

The medical figure is in critical condition in terms of academic staff compared to the previous years in relation to countries in the region. This situation has serious implications in the existence of KKUK clinics, thus endangering the accreditation of these clinics as institutions of theatre medicine, as well as these have the following moments when they need to undergo their re-accreditment, hence risking the reaccreditment of the Faculty of Medicine in 2021, since to be reaccredited there should be co-operation with a theatre medical institution such as QUCE<18x1>, he said.

Kursumliu has recommended that educational and health pay integration be made into a single contract, obligations in the joint work contract should be clearly defined, salaries be classified according to professional qualifications, scientific degrees, for the FM academic staff not to be counted meeting the rate of hours as the condition for election and advantage.

Kosovo Prime Minister Luan Jaha's adviser said the Kosovo government is concerned about the situation created at the Faculty of Medicine.

According to him, this situation has resulted from interpreting the criteria of the Bologna Agreement, which has been based on the condition of age, and increasing wages in education in 2007.

He also gave a solution to the problem posed by representatives of the Medical Faculty.

The best option is to get all professors back to the Faculty of Medicine and primary pay assistants in health and then compensate for education according to the position that is equivalent, same and not dependent on the norm. The basis for this solution, I guess, is Article 160 of the UPI statute, which allows Pristina University to contract part-time. This solution has no budgetary implications”, he said.

Jaha said they must leave articles 177 and 178 on the condition of age, as well as become wage unification in order to increase the number of professors at the Faculty of Medicine.

Minister of Education, Science and Technology Shyqiri Bytyqi has declared that they are willing to find a solution to the situation created, while proposing to form a working group for identifying a long-term solution.

To form a composite group of Pristina University, faculty, part of the Government, including two ministries and prime ministers, and to come up with a stable proposal where we are identified even the reasons why they have come here, in this situation that we are in, and then solutions that minimum solution a year should give us a medium-term solution what this solution brings us to”, he said.

Health Minister Uran Ismajli also acknowledged that the situation created at the Medical Faculty requires wide mobilization with the aim of finding a long-term solution.

It's not right that a year after the war we have five, six professors in the clinic and now 19 years after the war we have the risk of closing them up, this shows that we've done regregation in this respect, you see the effects on clinics, there are effects on teaching students, so the effects are multiple. I, as minister of Health, tell you that I'm going to take it with any seriousness, and I'm going to use it for the budget if necessary, and we're also preparing the law for classification of wages that means that there's going to be changes in the wages of health workers that's also a dilemma that arose here what's the main wage, so we're going to be supportive just as I've told you in the past to exceed this”, he said.

University of Pristina Rector “hasan Pristina”, Marjan Demaj has asked the Government to increase budgetary support to the UP.

Our budget is small, I said honourary representatives of the Government help raise the budget. The number of workers we have enough 2081, it's not a problem number, it's a budget problem, we all know that there are two factors in the budget. The number factor which is not a problem for us, we have as much as you want, but we don't have a budget to share our salaries”, he said.

According to him, no professor can be paid without the standards, and the solution to this problem is done only through the unification of wages.
