European Union Foreign Policy Chief Federica Moghrini and Enlargement Commissioner Johannes Hahn during the report's presentation have also talked about Turkey's path to the EU.
She has said Turkey is the EU too, but with recent actions it has strayed from the European path.
Commissioner Johannes Hahn has cited human rights violations in Turkey.
