Three of the detainees were captured in the town of Rostov, where England will play its first match against Tunisia.
Two 21-year-olds from Central Asia were accused of preparing and participating in a terrorist organisation activity in St Petersburg, sources from law enforcement agencies said.
The group is accused of having had communications with a terrorist recruiter using the Telegram's submitted app, which Russia is in the process of blocking.
They were expected to be sent for training for terrorist attacks, officials said.
Previously in the Rostov-on-Don region, just 290 kilometers from Volgograd, where England will play its first qualifying match against Tunisia on June 18th, a suspected cell I SIS was captured by FSB officers and police.
The cell phone leader blew up a device and died, but three others were caught, an FSB statement said.
