UN Secretary General Antonio Guterres said that the Cold War “has been retaliated by”.
Speaking at the UN Security Council, Guterres also warned of the danger of escalating the situation in Syria.
The United States and their allies are considering the possibility of air strikes in Syria, following an alleged chemical attack on the town of Doma.
Tens of people have lost their lives from the April 7th attack on the rebel-controlled area.
Russia, which has troops in Syria, said Britain has forged the attack.
Britain said the prosecution is a “lie grossly”.
Russia also warned that Western air strikes in Syria would jeopardise the war between the two sides.
The Cold War has returned with retaliation, but with a change of”, the UN chief said.
“Mechanisms and protective measures to manage the risks of escalation, which have existed in the past, no longer appear present”, Guterres said.
