The state code stemming from the agreement reached in the Kosovo-Serbia dialogue was met with enthusiasm, and was considered a victory by the Government of Kosovo, under which it confirms Kosovo's citizenship and sovereignty.
The government of the Republic of Serbia, which boasts that it has preserved Telekom's properties in exchange for a “territorial code”, had declared the victory.
The International Telecommunications Organisation (ITU), in accordance with the telecom agreement in December 2016, had adjourned the phone code for Kosovo.
Since that time, a period of 18 months was warned about the migration of local sym-cards into the new code from the existing +377ʹ codes used by Vala and +386 (used by IPKO) and less than that for the disappearance of the code for fixed phone +381.
+381 finally came to an end on 24 March of this year.
While the period of the existence of +377 and +386 codes is expected to end in June of this year. During this transitional period, individual agreements have had to be made with foreign phone operators so that they could open the doors for intercommunicative entry and exit codes.
Kreshnik Gashi, Director of the Regulatory Authority for Electronic and Post Communications (ARKEP), had told of KALLXO.com how many such agreements have been reached.

Gashi also assured that they are trying to make sure there is no problem with implementing the new code, as according to him it has also been the duration of the transition period.
“One of the reasons for co-existing parallel codes (in this case the resulting codes and code 383), the existence of the transitional period has been the elimination of problems which could be posed with the implementation of the 383x1> code, Gashi said.

According to them, there is still no response from Facebook and Instagram, which is also owned by Facebook.
