The head of the Republic of Macedonia, Gjorge Ivanov, will amend the constitutional norms if they do not sign the act for the Language Law, so Parliament Speaker Talat Xhaferi has declared, following the state head's statement that I will not sign the act of adopting the law of languages, Zhurnal reports.
Chief Parliamentary Xhaferi has declined to declare what if the head of state did not sign the act of adopting the law of languages.
I have no comment on what happens if it happens. Article 75 of the Constitution of the Republic of Macedonia is clear and that after the second vote of the majority law by the total number of MPs present in Parliament, which is also the case with the law in question, the head of state is obliged to sign the act of passing the law. On the contrary, it will violate constitutional norms”, Chief Parliamentary Xhaferi said after the solemn oath of new members of the judicial council, broadcasting Zurnal.
According to the heading, the provisions of Article 75 of the Constitution are clear. The suspension self cannot be applied to laws that are approved by two-thirds of the vote, while veto can only be placed in laws that are approved in a simple majority.
After the second vote of that law, which should be in majority by the total number of MPs, while in this case the law has received the required majority. The law has already been voted down by the majority of MPs that are necessary according to the Constitutional norms. The law remains only to be implemented according to constitutional obligations”, Xhaferi said.
Chief Parliamentary Xhaferi has declined to comment either the statements of VMRO-DPMNE leader Hristian Mickoski of criminal charges against him for flagrant violations of the Constitution and laws.
“does not comment on such statements. That is the policy stance”, Chief Prime Minister Xhaferi stressed.
According to him, to clarify the way the Law of Languages approves is needed a broader public debate, and that this cannot be explained only by questions from journalists.
Otherwise, parliament on Wednesday in a tense atmosphere with 64 votes “pro”, none against and contained and passed the language law, without debate on amendments put forward by the Macedonian opposition party V MRO-DPMNE. For the law, it has also been voted in accordance with Badinter's rule, where MPs who do not belong to the ethnic Macedonian community vote and that 24 votes have been obtained from these deputies.
The head of state, Ivanov, declared after the law's adoption that he would not decree it because, according to him, it does not allow the Constitution of the Republic of Macedonia.
