Kosovo's Assembly for lack of quorum has failed to approve recommendations harmonised by parliamentary groups for domestic violence.
After a widespread debate on domestic violence, deputy from the Vetevendosje Movement ranks Fatmir Kolcak has read the nine recommendations harmonised by the Parliamentary Groups.
First recommendation requires revision and fulfillment of the law on protection from domestic violence.
In recommendation number two, there will be a change in the Penal Code and criminal procedure for domestic violence criminal acts, as well as strengthening co-ordination mechanisations for the prevention and prosecution of domestic violence, including the emotional damages to victims of domestic violence, and victims on gender grounds.
In recommendation number three, the National Strategy for Protection From Violence in the Family and Action Pan 2016-2020 is said to be implemented in the reintegration of domestic victims of domestic violence. As well as reviewing documents to reflect changes to the conform legislation points 1 and 2 of this resolution.
Recommission number four, promotion of educational curriculums for student education on the importance of gender equality, and elimination of cases in Kuricula, where domestic violence is considered a means of communication.
The 5th recommendation, including housing in future budget planning for 2019, and reviewing the possibility of extraordinary assistance with budget revision for 2018.
The sixth recommendation calls for advancing full gender budgets in all institutions.
The recommendation seven requires clear programmes and taking into account aspects of gender equality in the ministry of the line supporting women in business and employment, including professional rehabilitation and information programmes for women on the labour market.
While, in the eighth recommendation, there is said to be support for social programmes and long-term housing of domestic violence victims, as well as the recommendation of the 9th recommendation requires support of social work centres to provide family consulting services as a measure of prevention of domestic violence and divisions.
We expect the government very seriously to take these recommendations out of this resolution, as well as the MP I believe we will pledge that in precise and consistent terms we will follow the realisation of these. So, I invite all of you to adopt this resolution, because it's of special importance”, Kolcak said.
Otherwise, in the absence of quorum at the Kosovo Assembly session, recommendations have not been adopted following the debate that lasted for hours.
