Explaining decision-making procedures in the event of visa liberalisation
The visas have not yet been liberalised. With the ratification of the demarcation, Kosovo has met one of the two remaining conditions. The EU's assessment of the progress Kosovo has made in fighting corruption and crime remains to be seen.
Procedurically, for visa liberalisation, three key acts play in the EU: Commission, Parliament and Council.
Initially, the Commission made the assessment that all conditions for liberalisation have been met.
Then, the European Parliament is mandated by the competent Parliamentary Commission ( LIBE ʹ Commission for Civil Rights, Justice and Internal Affairs. Later, the Council approves the negotiating position, which paves the way for the trialog between the Commission, the Council and the Parliament, agreeing to the content of the text, which is then cast into the vote. After agreeing to the text, the proposal for liberalisation is put to the polls at the plenary session in Parliament, where the qualified majority is needed. At the same time, the Council must vote on the proposal, with qualified majority (55% of EU countries representing 65% of the population).
This whole procedure could take six to nine months. If it is estimated that Kosovo has met all the criteria, liberalisation could come closer in late autumn.
