Austin Wyatt Rollins, 17, has shot a 16-year-old girl in critical condition and a 14-year-old boy.
The attack occurred at Great Mills High School in Saint Mary County.
Merrillend's governor, Larry Hogan, expressed concern, saying the “calls are not enough”, followed REL.
Last month, gunfire at a school in Florida have killed 17 people.
Nicholas Cruz, 19, has admitted the attack on Florida and has been charged with 17 counts of attempted murder.
