The ruling is former Prime Minister Silvio Berlusconi's right-wing coalition.
According to polls, it is expected to secure 248 to 268 seats in parliament, but insufficient for majority.
Government formation may take weeks of negotiations.
The bloc supported by Berlusconi includes his party Force Italy, the anti-migration League party and the far-right party Italy Brothers.
Italian daily newspaper Il Fatto Quatidiano has the title “all will change”.
