The most different walk has estimated that the mayor of Prizren's municipality, Mytaher Haskuka, in the first months of his rule, has failed to fulfill promises delivered during the pre-electoral campaign in terms of reducing the number of municipal directors, equal gender representations in the Executive, and implementation of radical transparency in government.
This organization has made several recommendations to President Haskuka, who has so far held meetings with its directors without media presence.
Here's the full announcement:
Prizren Mayor Mytaher Haskuka in the first months of his government has failed to fulfill the promises made during the pre-electoral campaign in terms of reducing the number of municipal directors, equal gender representation in the executives, and implementation of radical transparency in government.
At the start of his government mandate, Haskuka has kept the same number of directors as in the past mandate of the Muja government -- that is, 13 total. In this way, Haskuka, the composition of the local government, has adapted to the needs of the ruling coalition and not to his programme, respectively, the pledges presented during the pre-electoral campaign.
At the same time by the 13 directors appointed by Haskuka, only 2 directors are led by women, even though in presentations during the pre-electoral campaign he had pledged that women would make up half the local executive. Furthermore, no relevant information has been published about these political appointees that would be sufficient for the public to assess their credibility.
Transparency in the first months of Prizren's new government remains problematic even for the fact that municipal organ decisions have not been published so far, while the mayor's meetings with its directors have been held without the presence of journalists and civil society monitors.
EC Mau Reka takes into account the fact that it has not yet been 100 days since the oath of President Haskuka, but reminds the municipal leadership that commitment is needed from the first day of governance to implement electoral promises. Therefore, President Haskuka has a moral obligation to fulfil the pledge made to voters to reduce the number of directors at Prizren Executive. While equal gender representation at the Executive and transparency of municipal organs beyond moral obligations are also the legal commitment it should implement in the shortest term.
For these reasons the EC recommends Chairman Haskuka who:
-You urgently take steps to enable the presence of journalists and monitors at all municipal Executive meetings;
-to add pressure to MAPL for functioning of the Prizren Community Official Web site;
-Let all municipal bodies' decisions be published;
-Let's issue relevant information about political appointees to assess their credibility;
Consider the modalities for reducing the number of directors, as well as increasing representation of the women's community in the municipal executive.
