On September 25th, the minister had dismissed members of the National Council of Quality, which has the post of Agency Board, as well as the director of the institution. According to the official announcement, the decision was made at the request of Prime Minister Ramush Haradinaj. The minister had appointed new members, but who have not yet started working because the procedure seeks to move to the Assembly. But he has appointed the director's task manager but a man from Maliseva, Bekim Samadridge, an employee of the Ministry of Education.
And on the first day of November, Minister Bytyqi addressed him with a Samadridge letter that he had before installing at “gardian” of the quality of higher education. He has called for the decision to suspend ISPE programmes to be reviewed.
