During his speech, he has clarified that for frequent users (so, residents of the area), there will be a series of specific relief measures.

For setting the fee we have walked according to the process envisioned by the responsible ministers. If winter did not bring a second to block the road, which until yesterday was blocked until the first snow fell, this too relates to the process. It's connected to the company that started maintenance. There's a thousand roads or a solution to the road. There are only two roads for this: either for street maintenance, to pay all taxpayers or all street users in question.
Setting tariffs today is a renegotiate in the only European where there is no pay on the highway, and it is in the most developed country in Europe. So it's Germany. So, today they have also begun a debate about the deployment of a certain user fee.
As far as the fee is set, it is enough to look at tariffs in the region to see that there is absolutely nothing special here. Logic is simple, street and user. For this, tariffs vary and depend on road maintenance. We have nothing unusual, strange.
The construction of this road, in addition to what has cost a lot of money, we know the story and we know the defendants who are here now. This road is an unfinished road, it's done without the necessary geological studies. You went on the road and left behind a road without reckoning. I know you're used to it this way, but these ideas keep to yourself, enjoy it, but for us it's not a solution.
It's a formula you've done every time you've been given the opportunity to take the keys to this country.
I'm going to stress now what constitutes a real concern.
I make it clear that there is no country in the world that excludes residents according to categories. It won't happen anywhere and it won't happen here.
What we're going to do is facilitate the residents of the area who often travel to this section. We're going to do this with a card, so this will be determined in the first six months with negotiations with frequent users. So these guys won't pay a lot of all the trips, but a lower fee. These are forms that the whole world uses and that have been chosen for Albania as well.
Then all those who use transports, buses or vans, whether they're public or not, will not pay any fees at all. After all, the company will give 120 thousand euros to local government, which they will also use for public transportation.
Thanks to this, we'll have a nation path that's going to end, which will no longer slide every season, and stop falling stones on humans. We will have 45m euros invested only in the first years of the company.
It has begun to invest in overall maintenance and cosothoia, including routine content, and that seasonal content is 160m euros.
