The European Book for Higher Education Quality (EQAR) has clarified that the Kosovar Agency of Accreditation (AKA) has left this registry because the AKA is unable to operate autonomously.
“We concluded that, as a result of the agency's dismissal (from August), the agency is no longer able to “autonome” and is no longer in a position to take full responsibility for its “tasks, which is one of our standards for registration (standard ESG 3.3)” says in ECAR's response to “Zer.info”.
According to them, an agency is excluded from this registry if it fails to meet the original registration standards. And so, ECAR has made it known that AKA has the right to complain within 90 days.
Under our procedures, an agency is expelled from the registry if it no longer meets the original registration standards. The agency has the right to complain within 90 days”, said further in ECAR's response.
Meanwhile, during yesterday officials from the Kosovo government have stated that August has been the one who has handed over the list of the new composition of this agency, while the prime minister has approved the list.
“MANT has submitted to the Government of Kosovo the proposal for approval of the list of members of the State Quality Council of the Kosovo Agency of Accredition”, Donjet Gashi, said for information in Government.
In this regard, even in response to ECAR, this political interference has been cited where, as a result, the latter have been unable to find a particular reason why the AKA's independence was violated.
The AKA's “Board was dismissed by the minister in September 2017, but the registration committee could not find specific reasons why they would make this dismissal by violating the independence of the AKA's reasonable and absolutely necessary to protect the values or other core principles” have further clarified officials from this legislature.
