Representatives of the Government of Kosovo say the border demarcation agreement with Montenegro, ratified this week in the Kosovo Assembly, is in the best interests of citizens and does not harm the country.
Kosovo Prime Minister Ramush Haradinaj said Saturday in Glodjan on the 20th anniversary of the “The era of Dukagjin” that the vote of the demarcation agreement in the Assembly was not meant for fraud, but was made for free movement of citizens, and, as he put it, the right to preserve Kosovo's land in Cakir and Tower.
This has not been done by deceiving anyone [persons] of the country or abroad. Montenegro and we have shared Euro-Atlantic directions. We want to enter Europe, we want to enter NATO. Montenegro has entered NATO and we will enter NATO”, Haradinaj said, Radio Free Europe reported.
He stressed that Kosovo is on track and despite the challenges it may have, it will not stop.
Our millennium, the Albanians, has begun, we are in the first century, we are on the run, we are on freedom and we are meeting together with our family of free peoples. There will be an ups and downs on this road, but we will not stop knowing where we are headed”, Haradinaj stressed.
On the other hand, political subject officials Movement Vetevendosje told Radio Free Europe that the ratified agreement for demarcation with Montenegro would be forwarded to the Constitutional Court.
They said such a move came because with the vote of MPs seriously violated Kosovo's territorial integrity.
Ali Lajci, deputy of the Kosovo Assembly from the Vetevendosje ranks, said this issue is under way and that within the time term, it will be sent to the tribunal.
The subject is prepared for the Constitutional Court and to see what happens. This demarcation is nothing, only confusion is done with it”, Lajci said.
Analyst Albert Krasniqi from the Kosovo Democratic Institute told Radio Free Europe that the demarcation agreement with Montenegro could be submitted to the Constitutional Court.
According to him, there are also legal opportunities to counter it with democratic means from political parties represented in the Parliament.
After ratification of this agreement, the possibilities are great to dispute with the Constitutional Court. Ten MPs were able to contest any action of the Assembly within eight days, both in terms of the content or in the procedures, which have been followed”.
The introduction of the Bulliqi Commission's report, which finds that a series of violations were committed in advance, can serve as a basis for arguing that this agreement is harmful just as the Vetevendosje Movement has claimed and that it leads to a freeze of this report until it comes up with a Constitutional Court” ruling, Krasniqi said.
With 80 votes for, 11 against and no abstention, Kosovo's Assembly on Wednesday has ratified the border demarcation agreement with Montenegro.
The extraordinary session of the Kosovo Assembly for ratification of the demarcation was held under tensions and added security measures.
The Vetevendosje movement attempted to prevent the ratification of demarcation through the drop of tear gas. Dropping tear gas and ending the session in four cases, when it has tried to vote for ratification of demarcation, resulted in the removal of the Vetevendosje Movement deputies from the Kosovo Police House.
The border demarcation agreement with Montenegro was signed in August 2015 in Vienna.
After ratification of the demarcation, Kosovo expects the European Commission, since June, to confirm the EU's readiness for free, visa-free movement.
