Chief executive of the bus station opens competition and employs himself as a technical director

In a controversial competition process, bus station chief executive Ylber Citaku has assumed the position of technical director in the company.

His employment as a technical director was done at the time the same chief executive and managed the entire company.

Callo. com learns that in September last year the public company, which was run by Ylber Citaku, had announced the competition for technical director of the station.

The competition for technical directors opened in September. Amazingly, it was in this competition that chief executive chief Ylber Citaku himself applied.

The entire competition process and interviewing was conducted during the term when Citaku was chief chief chief.

The latter resigned a few days ago from the post of chief in which he was elected under the management board's decision to proceed with the new position, at the lowest level in the company.

Citaku had a mandate until 2019, but has resigned at a time when the control of public municipal enterprises in Pristina has taken over the Vetevendosje Movement.

Possible Conflict of Interest

Under the Law, the authority for determining the candidate assessment commission and signing contracts for public enterprises is the chief executive chief.

In a conversation to KALLXO.com, Citaku claims to have avoided conflict of interest, as he had applied for the technical director's position on vacation.

Citaku has said all actions were made by his subordinate, deputy chief chief Korab Visoka, while he was on vacation.

When the commission (interviewor) was appointed, I was on vacation, and the commission was appointed vice-head”, Citaku said.

And for the interest item, going on vacation when decisions were made about the position of technical director, Citaku says he was consulted by the Legal Office.

I even consulted the legal office and we're okay with law”, Citaku said. I've got the opinion of the company's Legal Office and another legal office in labour inspectors. I'm interested and I'm told that it is the legitimate right of every citizen of the Republic of Kosovo with the applicus”.

He has admitted that he was assessed and interviewed by station employees who are his subordinates, but for him, it is not a conflict of interest because he was on vacation.

Under the Law, contracts in such cases are signed by executive directors, but to avoid this obligation, Chitak's contract was signed by his deputy Visoka.

Citaku has resigned from the position of bus station director a few days ago his resignation came weeks after the Vetevendosje Movement took over the Public Municipal Enterprises. During the past mandate, control over public enterprises was held by the other two parties -- the LDK and the PDK -- which had the majority at the Pristina Community Assembly.

Contacted by Kalzo.com, Citaku has clarified the resignation, while not seeing as a conflict of interest the fact that he signed working contracts with the company he himself managed.

The lack of institutional support until sabotage has led me to complete the contract with the Local Public Bus Company by resigning the irrevocable”, Citaku said.

Currently, the task of chief executive of the bus station is Albanian Durmish.
