How are you trying to get the CEC Governor to elect the Great Britain Embassy?

The governor of the Republic of Kosovo will be elected without the U.K. Embassy of Great Britain, in opposition to the memorandum related to the Kosovo Assembly. The Office of Chief Parliamentary Kadri Veselini leaves the Embassy, and the Secretary of the Assembly does not know about the continuation of the memorandum. “I encourage all young boys and girls... to compete”, that was the call of Chief Parliamentary Kadri Wessel along with his pledge to be given meritocracy priority in the recruiting processes for high positions. The guarantee was the British Embassy, which had signed the memorandum with Kosovo Prime Minister Veselin and Prime Minister and contracted a British company specialising in recruiting to come to the aid of Kosovo institutions.

But, 18 months after that promise, Kosovo's Assembly is in line with the governor's vote of the Republic of Kosovo vote, from the list of four candidates who have been elected sneakly to Britain's Embassy.

The entire governor's recruiting process has been developed without the presence of the implementing partner, the British Embassy in Kosovo, which has not been informed at all by Kosovo institutions that the recruiting process has begun. The BEC board says it has no idea such a memorandum exists, while the Assembly provides two different answers.

The Secretary of the Parliament says the memorandum in question has ended, while the Office of Chief Parliament says it is up to the embassy to choose where it wants to become part of the recruit, but ignored the question of whether they informed the institution themselves, the BQ, of this memorandum.

Although in the Memorandum of Understanding, signed by the Assembly and the United Kingdom Embassy, represented by the British Embassy in Kosovo, it is required that the latter be involved in the process of recruiting the governor of the Republic of Kosovo, this has not happened. The British are not invited to participate in this process at all.

The governor's selection process has developed without the participation of the implementing partner, even though this position has been on the agreed list of high positions that will be resolved through this” project, the British Embassy's response to Life Journal in Kosovo says.

Later, the newspaper has sought answers from Governor Fehmi Mehmeti's task officer, who is also a candidate for governor, if he has informed the board of this institution of this memorandum.

Mehmet has told Gazeta JNK that he has not announced the competition for governor.

I didn't do anything with this, I know if they knew or knew. I know what they did. I'm going to be back.

Bedri Peci has been chairman of the BEC Board and at the same time chairman of the Selection Panel at the time of recruiting for board members in the CEC. Peci has told Gazeta she has no knowledge of such a memorandum.

We were never told by the Parliament, after the government, by the Ministry of Finance, nor by the governor, nor by any of the people that the Central Bank is part of this memorandum. Nobody's ever told us”, Peci said.

Peci even says he has not been contacted by the British Embassy in Kosovo. According to him, there has been another request from an American representative and has attended.

The U.S. Embassy asked for its representative, I was compact with them, there was a treasure representative, as an observer during the entire recruiting process for governor”, Peci clarified.

Escape From Responsibilities

He has said he would have done the same with the British Embassy, but has not received requests and has not been aware.

Later, the newspaper has referred to the government and the Assembly, because these institutions were signatories of the memorandum in 2016.

In its response, the government has only referred to the memorandum signed by Prime Minister Haradinaj, in which the governor's position is not part.

Republika Haradinaj's “Prime Minister Ramush Haradinaj has signed memorandum of understanding with the United Kingdom on 11 October 2017, in order to ensure a legal and creditable process, based on the law in effect on recruiting persons who hold responsibility in agencies that are at the disposal of the” government, the ZKM response is said.

The prime minister's office says the CEC is an independent institution that reports to the Kosovo Assembly. This is determined with Article 140 of the Kosovo Constitution.

The newspaper has also sought answers from the Kosovo Assembly. Wessel had signed the first memorandum in 2016, while the same had continued until 2018. The head of the Assembly, Kadri Wessel, had continued the memorandum until the end of March 2018.

And we've received two different answers to this matter from the Parliament.

Parliament Secretary Ismet Krasniqi in his response says the memorandum between the Parliament and the British has ended.

Kosovo's “Assembly and United Kingdom Government, represented by the British Embassy in Kosovo, have signed the Memorandum of Understanding by 15,08.2016, for September 1st 2016-31 March 2017<18x1>, it says in its response.

But the Office of Chief Parliament, I know the continuation of the memorandum, but it does not give an answer if it has informed the institutions on the list, including the CEC.

It is more important to explain when the first time the agreement for recruiting with the British Embassy was signed, and when the agreement to recruit with the British Embassy was under way, it has been left in the discretion for the British Embassy to make selection of institutions where they have seen the support of” as reasonable, said the Veselin's Cabinet's response.

In addition, they say it was done in order to avoid conflict of interest or any other intervention by the Parliament in determining and contacting institutions.

But, the British Embassy says it has been the responsibility of the Assembly to announce institutions responsible for opening competitions for positions to be monitored by them.

The “The memorandum signed with the Kosovo Parliament and Government contains a list of specific positions that will be covered by this project, positions that were previously agreed with the Office of the Speaker of the Assembly and the Office of the Prime Minister. We will expect the government and the Assembly to announce the relevant institutions regarding the” memorandum, the embassy's response to the JNK Journal says.

The Speaker of the Parliament's office has not responded to Gazeta's additional questions if they have announced the institutions which are part of the memorandum.

And in the CEC, they say the governor's position was not part of the memorandum.

“On the basis of our information on the deal claimed by you, recruiting candidates for board members or for governor of the CEC is not part of that” agreement, says the official's e-mail for information at this institution, Besnik Qada.

But, the newspaper “Life in Kosovo” has the memorandum of co-operation and literature between the Chief Parliamentary and the ambassador of November 27, 2017, where it is asked for the chairmanship of the previous year's agreement. The JNK also owns Wessel's letter, where on December 5, 2017, the ambassador confirms the continued memorandum until March 31, 2018.

Political Names Proposed for Governor

The Kosovo Central Bank board has nominated for governor of the Republic of Kosovo persons with past and present political ones. Among those nominated for governor is Besnik Bislimi, former Self-Deputer and Safet Merovci, former minister of the Government and former adviser to the government.

The Board and Finance Commission has prosecuted the names of four candidates proposed for governors in the country on 24 January: Fehmi Mehmeti, Shkrinije Himaj, Besnik Bislimi and Safet Merovci.

The paper has provided the CVs of all candidates who claim to come to the head of the Central Bank who have been elected by the selection commission consisting of: Bedri Peci, Behxhet Brajshori and Nuhi Ahmeti (members aboard the CEC).

Fehmi Mehmeti, who has entered the narrow list, has been appointed by the BEC Board to oversee the governor's duty in September last year, following Bedri Hamza's resignation.

Mehmet from September 1, 2013, has been appointed to the post of deputy governor for financial supervision at the Central Bank of the Republic of Kosovo.

Mehmet was part of the Pristina International Airport management following the concession from the Turkish-French consortium, “Limac & Airport de Lyon MAS”, in 2011-2013.

In the ANP, in addition to other management tasks, referring to its CV, it is said to have also been engaged in drafting ANP legislation and working in finance. His post was chief of the Executive Director's Cabinet.

During the 2010-2013 period, he has been board director at the Public Company “Unity” with headquarters in Mitrovica.

From July 1999 to March 2001, the candidate for governor has been director of the Health and Social Management Directorate in Vushtrri. In this town, he legalized the economic classes in high school in 9192.

Shrinja Himaj has been part of Kosovo Central Bank since 2004, in which she has been practicing various tasks.

It has been senior official for financial supervision at the CEC, while also being senior adviser to the Executive Board at BQC (2011-2017).

Currently, it is co-ordinator for general positions in the Central Bank of the Republic of Kosovo. It is also the chairman of the Management Board at the Fund for the Security of Kosovo Deposit, as well as assistants at Ljubljana University, the Economic Faculty.

Faithful Bislimi has been deputy of the Vetevendosje Movement in 2014-2016.

Referenced to his CV, Bismemi worked as a researcher in “Helvetas Swiss Intercorration” in 2015-2017. While in 2013-2014 he was director of the Directorate for Finance in the Pristina municipality, which was led by Shpend Ahmeti.

He has doctored in public finance at Germany's Freiberg University. He is currently an assistant professor of economics at the American University of Kosovo.

Safet Merovci is currently a professor at Pristina University. In 2012-2013, he was a prodecan for teaching at the Econonomical Faculty, and in 2013-2015, a member of the UPI Steering Council.

In the past it was part of the cabinet of the Interim Government, led by Hashim Thaci. In 2001-2004, he was political adviser to Prime Minister Bajram Rexhepi.

Referring to his CV, Merovci for the years 2003-2004 has been co-chairman of the Kosovo Energy Office. While in 1999-2002 he has held the position of deputy director general at the “Trepca” complex.

In his letter to Chief Parliamentary Kadri Wessel on December 28, 2017, the selection commission says the proposed names have been chosen among the 28 candidates (15 of whom invited to the interview) based on certain criteria.

“Paneli selects candidates for governor after assessing integrity, professional preparation, technical skills, financial system knowledge, as well as knowledge of micro and macroeconomic policies, as well as the assessment of performance shown during the interview, has made and sent the final list of the Assembly and Government of the Republic of Kosovo”, the BQK communique said.

Later in the government's decision on January 12th, 2th,1/8, the executive reportedly agrees and agrees with the candidacies proposed by the Selector Panel, which the decision prosecutes in the Assembly.

The election of the BQ's governor had put the day in order at last month's session, but after failing to keep it, this point has been transferred to the continuation of tomorrow's session, March 14, 2018.
