The Kosovo Assembly continues to have major problems with its normal functioning as a consequence of lack of quorum to hold sessions and vote on bills.

As a result of the lack of quorum, about 20 bills have failed Friday's session, including bills to ratify international agreements that need two-thirds. But it is not just Friday's session, since even a number of previous sessions have failed to hold, and many laws are still left unappreciated now and several months due to quorum. There are two sessions that have been interrupted because of a lack of quorum, and as a result, the laws that have been considered at those sessions have not yet been passed. This is not disturbing the Parliament's deputies, even though they receive large salaries from Kosovo's budget and are there to represent the country's citizens. At Friday's session, seeing that the session has no quorum, Parliament Speaker Kadri Veseline proposed that the vote take place in package after a number of bills are considered, but that did not receive the support of the opposition. This proposal, Wessel said, came because it is allowed and practiced in most parts of the world.

But when it took the stances of parliamentary groups, the LDK went against this form by preferring the continuation of tradition, after any review of the bill is organised. The same was the stance of the Vetevendosje Movement, which said practices must be followed to be voted at the end of each bill's discussion. This lack of quorum sends the convention in a pause for a second time to be back at 1500. After this pause, the session continues with a review of the bills that were in order day but were not voted because there was still no quorum.

Civil society calls the failure of the hearings and the failure of the bills to approve as a result of lack of quorum. Arton Demhay from the Organisation “; rise” told KosovaPress, that this legislature is the most irresponsible so far. Demhajaj added that without the responsibility of this legislature, it is seen even with the call of hearings for ratification of the agreement for the demarcation of the border line between Kosovo and Montenegro.

According to him, three sessions have been called without success, resulting in the interests and resentment of political parties, and again because of lack of votes.
