The Kosovo Assembly has adopted the bill for commercial societies in second reading with 68 votes for, three against and no abstention.
A amendment proposed by LDK MP Mimoza Kusari-Lila, who envisions the introduction of 40 per cent of women on private company boards, has sparked fierce debate éproú and formerly against this proposal.
However, the 12th amendment, although without the backing of the functional Commission, received 50 votes for Qaeda, 35 against and 5 abstentions.
MP Kusari-Lila said it is an opportunity to affirmly help empower women in the economy.
Article 34 points for the Trade Society Law. The number of women on board of action societies is 40 percent. We have a direct opportunity to safely assist in the involvement and empowering of women in the economy, while the number of private action societies does not exceed the number 240x1>, Kusari-Lila said.
However, Trade and Industry Minister Bajram Hasani demanded that this amendment not be passed because it could create trouble in private companies.
Despite the desire to support the participation of 40 percent of the woman on board, because of the circumstances that are due to the trouble we might cause private enterprises, I propose that this amendment not be passed unless we make decisions about public enterprises. For public enterprises, we are troubled because even in the most developed countries today, there are 23.3 women on board. We are not prepared to have 40 percent of this participation of women on governing boards. Because the more developed countries don't have this quota, and there can't be a decision on all boards. We have European practices that have quotas for the particular sector, but I assure you that this law causes us trouble during implementation if this amendment” is adopted, Hasani stressed.
The deputies of the Parliament, where female deputies were almost unanimous, were divided into two, until part of the deputies were opposed. LDK MP Vjosa Osmani said women are prepared if he is not prepared.
“Mynister if you're not prepared for women are prepared to take the role in public institutions so that they can finally take the rightful place not only in public institutions, but help through our role that they are credited with preparing professionalism even in social companies. You said no developed country has such a model. Norway is a developed country, Italy and Iceland are developed countries. Above all, we stop in our constitution, Article 24.3. The Constitution makes no distinction between public institutions or private enterprises says that if a group is less represented, then public institutions take measures until this equality is achieved, therefore we are doing this”, Osmani stressed.
While PDK Parliamentary Group chief Memli Krasniqi has rejected this article, saying they cannot condition private businesses the number of female members to have on their boards.
The “for me is complete, not only meaningless, but dupliability and beyond the dupliability of a centre-right party wants to make laws that impose on the private sector and private companies, private companies that should regulate internal affairs, where there is a private seat. Public companies in the public sector are a hundred percent per cent of their support not only 30 percent of the country, but let's do it 50 percent, even in public enterprises in which we have public interest. But how logical is it that we go to a private company with no man or woman like that. You know that most companies in Kosovo are small and medium-sized companies, most of these are family companies, and today with this amendment you've been crying without putting a certain number of women on board. Do you know that with this amendment it's above all private sector violations, it's an implant that the state wants to make private sector”, Krasniqi said.
The most vocal amendment was the female MP. The MP from the group of independent MPs, Shqipe Pantina, said it is the duty of the state and their deputies to correct injustice, as there is gender inequality in the country.
“It is a duty of the state, it is our duty in this case to correct these injustices. We cannot pretend to build an equal society where such a chance is not given to women in businesses. This is a good opportunity to start with these injustices, and we cannot guarantee law enforcement, because we daily encounter in or fail to enforce laws or violate them”, she stressed.
Kosovo Social Democrat Initiative MP Milaim Zeka has called this article's approval demagogued and just to win any votes from women.
If these deputies had to fight for women's rights, you'd given them a 12-month drop off, you'd made laws that favour women and increase the strength of women in society. Let Behgjet Pacolli show us if the state of Switzerland interferes with how many people his company takes aboard. This is a joke compared to Norway and Sweden, where we are alien states. In Sweden you have 18 months of lehonia rest, and in Sweden your father gets a lehonia break. And here we have no social aid, we have nothing. You didn't bring any law in favor of women and you're getting on board there 40 percent”, Zeka added.
