Disrecognition of Kosovo as an independent state by the five European Union member states as: Spain, Greece, Romania, Cyprus and Slovakia are seriously hindering Kosovo in its integration processes, say integration analysts in Kosovo.
This, they say, has been reflected in the newest Strategy for Faithful Perspective of the Western Balkans, of the European Commission.
In the final version of this strategy, which has provided Radio Free Europe, it is said that Serbia and Montenegro are the only Western Balkan countries to receive clear calendar deadlines for possible EU accession in 2025, while European integration dates of other countries in the region will not be mentioned.
Africa Hoti, professor of International Law at Pristina University, told Radio Free Europe that this report is a reflection of reality for Kosovo and its EU integration path.
According to him, so far both Kosovo and the European Union have served in general terms for Kosovo's European perspective, but, according to him, the closer the EU accession, the road to Kosovo's integration in this mechanism should be clarified.
“This is highlighting the international legal and political dispute of Kosovo's status and the rejection that some countries, in particular Spain, have against our country. I think this should be reflected on what is now being trumpeted and how much time for binding judicial agreements with Serbia on which we could have membership both of Serbia and of Kosovo”.
On the contrary, the situation will remain confusing because the historical of EU integration does not recognise any case that negotiations are opened with other entities, besides independent and sovereign states, which are recognised by all EU states, as these negotiations and agreements should be approved by each Parliament of EU member states”, says Professor Hoti.
The normalisation of relations with Kosovo by representatives of the European Union was constantly stressed that it is a condition for Serbia to join the EU.
The European prospects of Kosovo and the Western Balkans had been promised since 2003, when the Thessaloniki Summit was held between the EU and the Western Balkan countries.
In view of this, European Integration Affairs analyst Jon Luscaku Sadriu tells Radio Free Europe that Kosovo has a series of integration processes that has already started.
Kosovo may not have clarity in its perspective towards the EU, but there are a series of processes that have already begun. The Stabilisation and Association Agreement has been signed, are a set of criteria that must be met by Kosovo. On the other hand, we have the visa liberalisation process. There are even criteria that have not been met, so Kosovo roughly for the period of five years as before this strategy, only has it clear what criteria it must meet and what it will have to do against the EU”, says Lucaku Sadriu.
Meanwhile, Kosovo's non-involvement in this strategy is a signal from the EU that it will deal with Kosovo very strangely as a state, and that, as she says, is the essential problem.
The non-recognition of five member states is a negative fact being covered in this strategy. While it may be positive if the European Union has managed with this strategy to condition Serbia decidably not to membership without recognition of Kosovo as a state, this could be achievement, as they indirectly did Kosovo a benefit and in the future. With recognition by Kosovo's Serbia as a state, there will be moves for these five EU states as well, and the situation could positively change”, says Lushaku-Sadriu.
In addition to blocking money in integration processes, Kosovo has remained the most isolated country in Europe. Kosovo institutions have failed to implement one of the EU's main criteria for visa liberalisation, linked to the ratification of the demarcation agreement with Montenegro, signed since August 2015.
