Hoti wrote a public letter to the Serbian diplomat on Monday.

Hoti's letter to Dachiqi:

Dear Mr. Ivica Dacic, Minister of Foreign Affairs of the Republic of Serbia,

No response to you would make any sense, if the past of your conquering state were seen against Kosovo and you personally. On these promises you should never, ever, receive no answer, neither you nor your country!
Serbia, your country, has killed and deported Albanians exclusively from the beginning of the 20th century until June 10th 1999.
In the hundred years of the Kosovo invasion, roughly, your country has killed and deported Albanians already.
You, Mr. Minister, you've had the world's time to fix your affairs with Kosovo and you haven't. And you, to be real, for the sake of the future, have no power to do it today or today, not tomorrow even if the whole world and Albanians want it together.
The reason is simple. Wanting to take Kosovo and do it in the same situation, which extends a considerable part of the Republic of Serbia today, on Albanian lands and tombs, you, Serbia, the Serbian mind, the Serbian people, lost its identity.
You fell in love with lies, other people's identities, false identities, and today you have this mess in every cell in the state and the Serbian people, in institutions and in private life. And that's a big problem.
Your judgment, your perception, the way you speak in politics, testifies to your identity.
We in the Republic of Kosovo understand, even though you are really the living gelatin of the political establiment, the current political establishment of Serbia, the majority, is the former entribation of the gelsin Slobodan Milosevic of other political extremes in Serbia, which exercised genocide in Kosovo and B&H. Is it not?
Your judgment when you address the EU that she has not yet recognised the Republic of Kosovo and should not ask either of you is, perhaps, the only thought, which makes me realize that you have begun to move in the right direction.
We don't know whether there are carrots that you would have swallowed to know the Republic of Kosovo, but we can add:
• -dialog is really your primary interest in winning:
a. The prices you are aiming at in relation to the Republic of Kosovo, not just material and financial,
b. with Euro-Atlantic integration,
c. With the opportunity, as part of the EU, to have the possibility of neutrality and the possibility of having an open gate with Russia,
d. with the possibility of fragmenting any part of the territory from the Republic of Kosovo,
e. with the possibility of closing the poor past with Albanians and through them,
f. to restore the Republic of Serbia to the part of the states dominated the Western Balkans, not itself military and economically, but also strategically, to the reflections of global policies and the New World Order through Russia,
g. With the opportunity to defeat Albanians and to use their road and water spaces (while you are an energy potential over the 400 kilovolt interconction continue to keep it blocked and not to talk about the production market «Made in Serbia» in Kosovo, where Kosovo's policy is actually involved as crime and corruption and not just as your strategic interest, etc. etc.
The points on which you might mention Mr. Ministers are numerous. But we're going to take a little bit of the second chance you're constantly threatening about:

a. Ahtisaari's «The minister has been created so that Kosovo can be declared the Republic and recognised as a state on the part of the UN. The Consensus has been that Ahtisaari's «Paco will have the magic on freedom rights for the Serb community in Kosovo and the possibility of the Republic of Serbia taking care of them. But you cheated last minute with the Russians. Ahtisaari's «Paco became, the Republic of Kosovo was declared an independent, sovereign and democratic state, and you and the Russians are silent and it seems that you have «cified» as a compromise. That's just the truth. So don't direct international obligations to the Republic of Kosovo, when you are no longer entitled to neither morality nor International Law, in this respect you have received official answers from the International Court of Justice concerning the legality of Kosovo's 2008 declaration of independence. However, Ahtisaari's «Pakya provides rights and freedoms for the non-Serb community in Kosovo, as well as for the Serbian Orthodox Church with the Constitutions of the Republic of Kosovo, more than guarantees the current Constitution of the Republic of Serbia for the Serbs themselves living in Serbia, as well as for the Church itself there;
b. The «Association/United Serb-run municipalities, Mr. Minister cannot be created:
Out of the multiethnic principle of the Constitution of the Republic of Kosovo,
) cannot create «Association/Unition of Serb majority municipalities by government decree and not have the same institution to abolish,
) cannot create the «Association/Resolute Serbian-run municipalities, which would preserve the right to determine a majority ethnic by voting within an institution, whatever it is. This principle would overturn the underlying principle of democracy in its more advanced world and turn it into a minority tool and purpose. In a word democracy would exchange with tyranny,
) «Association/Unition of Serb majority municipalities can only be created within the principle how to create a «acion»> an individual or an association defined with the Constitution of the Republic of Kosovo through freedom of association.

On the contrary, Mr. Minister even if you blackmailed the entire political class of the Republic of Kosovo that you would be sent to the Special Court, which I can say internationally that you have won this battle, thanks to the weak political class of the Republic of Kosovo in the first place, and not only that, will not be able to source any Association/Basia of Serb-run municipalities, outside the Constitutional order of the Republic of Kosovo, outside its democratic order and fundamental principles.
