Academy analyst Rexhep Qosja has estimated that corruption is a major evil in political, state and social life, in Kosovo and Albania, where state, national and local institutions, economy, education, first of all higher education, health, even scientific and artistic national institutions are the hearth of political and economic corruption.

Qosja has published a part of the book “The corrupt-protagonists' citizenship and victims”, in which it speaks of corruption.

Corruption is a major disaster in political, state and social life, Kosovo and Albania. State, national and local institutions, economy, education, primarily higher education, health, and even national scientific and artistic institutions are the focus of political and economic corruption.

The ruling oligarchs, the high and local oligarchs, are the champions of corruption. They are undesirable no matter how many myths they receive, no matter how many robbers they steal, no matter how much they steal, no matter how much they violate the constitutions and the laws, they seize state, prosecutor, judiciary. Instead, for bribery, a hundred and fifty - two hundred or two euros are punished by a teacher, a professor, a doctor, a policeman, another short - handed individual, but not those whose long - term hands are very few.

Corruption is so bad that sociologists, psychologists, and independent politicians or servile call it social cancer. Where corruption flourishes there can be democracy, they say.

Corruption in Kosovo has longer duration than in Albania. In Kosovo corruption was far less punishable than in Albania in the first place because the social political order in Yugoslavia, which means even in Kosovo, was more “liberal” in general, so it was more liberal even to corruption. But even in Albania, immediately after the fall of communism, corruption will start to flourish quickly. The new parties -- right and left -- that will be created in Albania and Kosovo -- will inspire if not all, at least a visible number of their leaderships, to think not only about how to make politics, but also about how to benefit materially for the added welfare of their families and, at one time, their relatives, friends and partners. The results of their work, their assets will testify that the principle of their policy has been rendered: wine once comes to the door. And this same summer that came unto them, they shall do their utmost to exploit it in every way, not choosing tools, in darkness, in mist, and in light.

In Kosovo at the time, after the establishment of the new parties, there was one party, was the Democratic League of Kosovo, which had many members, in fact, inherited all members of the League of Kosovo Communists, who knew what could be done and what could not be done, should not be done! But they also knew how what was forbidden to be done could be done. Since the first days of its creation, the Democratic League of Kosovo was a wet party that played a largely pale opposition role towards the Socialist Party of Serbia at the helm with Slobodan Milosevic, who became capable of using many free-hand assets that the League of Communists had used. Because of the political situation in which Kosovo was then located, because of the violence and terror of Milosevic's regime, Albanians saw completely silent certain behaviours, levation, decisions of the LDK, which were completely corrupt, and were thus corrupt because they were exploited for unacceptable, punishable privileges of the main people of this party, whether in central leadership or in the leadership of some of its basic organisations in municipalities. The corrupt behaviour and actions of the LDK's Chief and General Council, covered with ridiculous homeland propaganda, will influence people not only to become inexorable (inferent), but, when and when, in turn, a visible part of it, even quite understanding the corruption of that party regardless of what size and what consequences it could have.

With the easy and quick enrichment, indeed, with the mysterious enrichment of some LDK members, with the wealth of others with help, or better say with the mediation of some Serbian officials in Kosovo and Serbia, with the sale of evidence written down a large number of our young people with which they proved to be forced to emigrate from Kosovo because they are endangered by recruiting in the Yugoslav Army, later Serbian-Montenegrin Army, with the purchase of the house of our president of the LDK with three-percents given to the citizens as the luxury privileges of various parties in this country's conquest will start <0th) after our parties' further liberation of corruption, and in Kosovo's post-definance.

Indeed, the shameful history of corruption in Kosovo begins with corrupt behavior and with the corruption of the chairman of the Democratic League of Kosovo and its suite, which was also noted by American diplomats.

Over time, corruption will become the system in both Kosovo and Albania. Only when corruption becomes systemic, illegal “, social political order and judicial constitution can it happen to enrich political people for a year or a few years without being punished, as has happened in Kosovo and Albania.

Powers, long hands and short minds of a number of powers, central and local, will have the first and final words during decisions in all areas of life: employment, in individual and collective progress, in reward and price in central and municipal administration, in diplomacy, in economics, in education, in health, in culture, in science, in insurance and police, in judicial, in construction, in trades of joint, national assets. And more. And others similar and common.

Both the various, national and international funds, and the borrowing of loans, and the tenders, once called competitions -- all of these -- very necessary for the development of Kosovo and Albania -- will become a large, expensive substance for which the influential power, even the decisionmakers of state corruption heroes.

There is another general good, very important for Kosovo's development and the prosperity of corruption: investments of all backgrounds. And, reportedly, a mutual corruption will flourish in this area: corruption of local heroes and corruption of international heroes, mainly Europeans, with colonial jobs in Kosovo!

But the most productive source of corruption is so-called tenders by communists called contests. There corruption is given and taken in difficult ways because it is given and taken primarily without written documents and mainly cash. For this reason, the various officials, even the small directors, just sit in the chair they get donated, and the first they make is to announce the tender if they have been given that opportunity! The Tennders in Kosovo and Albania many officials have made their faces tart forever.

All of these are forms of illegal, illegal corruption. But in Kosovo and Albania, it will flourish and a kind of corruption, which can be called legal, legal! In this legitimate corruption, legal is part of the various privileges that various mayors, first those of the congregations and governments, create themselves and then, some others - ministers, deputy ministers, deputies, secretaries and secretaries, counselors, councils and deputy councils, ambassadors, other diplomats, chiefs, directors, boards, and so many others. Their highly illegal courses, as if they were not Kosovo and Albania, poor as they are! The illegal high pensions of all these officials compared to their colleagues' pensions, the word comes, at public universities! Keeping a few jobs at once! Taking part in some guiding advice at the same time, but doing things in some of them is not selfishly but through assistants! Securing various titles on the basis of conflict of interest! And more. The most disgusting example of achieving the highest scientific titles due to the conflict of interest is today's prime minister of Kosovo, who, although illiterate of science, but being head of the Kosovo capital, Pristina and, at the same time, chairman of the Democratic League of Kosovo, thanks to school-trained servilism at the time of the Serbian occupation of the privatisation of the Kosovo Academy of Sciences and Arts, will become a member of correspondent and then, even a regular member of this academy: of the Academy of Sciences and Arts of Presevo!

Corruption in Kosovo and Albania will become easily visible and easily vulnerable. a number of policy men will get rich very much, and will quickly get rich, who for one, who for two, who for three, and who for five or ten years. They will be named great passengers in Kosovo and Albania, whose wealth, playful and real estates, will make up big, luxurious houses, in which there will be built elevators, houses, lots of land, meadows, mountains, multi-acquires, neighbors called farms, buildings with lots of shopping houses or leases, different residences to seven purchased residences, buildings for some buildings, rented hotels, motels, kafi, coffee stationhouses, multi-shops, sports clubs, government officials, government operations, millions of euros worth of money in the houses, and homes often buried in the house with the names of other criminals, or propertys in which there are often located at the hands of the house or in which there are many of cashiers or vaults, or vaults, or vaults that are often buriedd by the houses, or houses, or by other landfront, or by the houses that are often buried or by car bags, or by car bags, or by car bags, or by the houses or by which the houses or by which the houses or by the houses or by the houses or by the houses or by the houses or by car were often have been used to be used to

The heroes of corruption have not only been enriched in the foregoing ways briefly after they became powerful. Although some structures that are tasked with exploring corruption have been created by power or self-created, some results so far have not yielded and, according to all likelihood, will not yield. Thanks to their “assessments have been punished for corruption by several teachers, some priors, some doctors, some labs, some paramedics, any small employees, but no senior officials! Neither members of these bodies nor prosecutors nor judges allow themselves to deal with heroes of corruption!

Why don't they let themselves deal with them? The most frequent response in the opinion is the crow of crows. That is not the whole answer, some say. Members of those councils, those prosecutors and judges, who are elected by party lines, I don't do research on the wealth of corruption heroes because they know what could happen then, after that research!

As we can see and hear on television and, as we can read in some newspapers, corruption is words that even heroes of corruption often use. Using this damn word so often they want to create the belief of opinion: first, how much they regret that there is corruption in Kosovo and, second, how many are fighting corruption by words, which themselves have made the system!

But corruption is not known to be fought by words. If corruption were prevented, reduced, left out, disappeared in words, in terms of citizens more than rulers, then Kosovo and Albania would become the most brilliant example of how, by what means, to break free from this evil, which has become a particular, huge disease, the former countries in the Balkans, Africa, Asia, and Latin America. Kosovo and Albania cannot become such an example of successful fighting corruption because, as it was said, corruption here has been established in the system.

If corruption in Kosovo and Albania had not been established in the system, as if here some forms of corruption had not been legalized, as if corruption here were not covered by laws and decisions, and everywhere with official silence, it would not have happened that the Parliament of Kosovo, the word comes, to hear it silent, without reaction, even though it is direct sponsor of it, information presented at its collection, that at the Academy of Sciences and Arts of Kosovo, more precisely said at the Presova Academy of Sciences, a total of four correspondents, and twelve regular parties are the leader of Kosovo's democratic union and Kosovo's political parties, while some of the Kosovo's wartime victims of Kosovo's wartime violence, while some of Milosevic's party took over at the time. I mean: both the leaders of the democratic League of Kosovo and those leaders of the Kosovo Village Party, regardless of whether they joined the academy at the time of violence and terror of Sloba, Slobodan, or at the time of the LDK's rule they have become academics on the basis of conflict of interest, whereas prior to the war, in Milosevic's time, academics have become even more shameful!

If corruption had not become a system in Kosovo, it would not have been left uncondemned, gravely, one of the former Kosovo Parliament Speakers, who had so decorated its chairmanship with corruption. The institution, called Auditor General, will find in its so-called draft report in 2005 that this mayor of the Kosovo Assembly, by means of the Kosovo Parliament, had done his own cʹka sê -- had mended his teeth, bought his glasses, paid coffees, lunches, dinners and entertainment at different Kosovo restaurants, had bought two large generators for his house in Pristina, while the other for his Brezovica villa had paid for the generators, bought his staff clothes, bought staff clothes from his staff, bought staff clothes from staff, and bought sports clothes from staff, and took care of women and staff! This so-called army general presents on that draft as well as the corruption of this Kosovo Parliament Speaker and his staff in the purchase of an armoured car, the purchasing mystery of which has never been fully clarified, even in various tenders for the construction of Vila <x0-poweriers, ” at Grrom, in which, as hoped, would relax and entertain the highest representatives of the Presidency, the Government, the Ministers, the Courts, the Police, the Security Academy of Kosovo Science and Science, who were doing the most! !

If corruption had not become a system, if Kosovo's political and state institutions wanted to fight corruption, then the first step made in this fight against the worst, most infectious and compromised disease of the state of Kosovo would be the Naziisation of the home of the former head of the democratic League of Kosovo and “President<1> Kosovo's under the violence and terror of the Slovenian regime, Slobodan Milosevic, Ibrahim Rugova nationalisation of this house of many hundreds of square metres, bought and reselled with dinars and brands stolen from Albanian four-footers in Kosovo or fled to Europe! But, no, the corrupt will not nationalise the corruption-made house of the Kosovo corruption director, whose corruption an American diplomat will say can be taught enough especially in Washington.

But no, no, no, Ibrahim Rugova's grand palace, built and resurgent with great corruption, will not nationalise corrupt rulers and nationalize because they would then be forced to nationalize all of their real estate and others created, with great corruption.

If corruption had not become a system, it would not have happened that Kosovo's Minister of Culture, Youth and Sports went to the philological faculty where he is also a professor and ask the Minister for a candidate for the Kosovo Academy of Sciences and Arts, had almost never heard that the privileges built on the basis of conflict of interest constitute serious corruption in any democratic country other than our totalitarian democracy that is implemented as a slave democracy!

If corruption had not become a system in Kosovo and Albania, it would not have happened for most citizens to know who are corrupt and high political and state positions and not to know and to take action against it of those appointed to know and those appointed to take action against it!

The big fish, meanwhile, are elusive in the turbulent waters of corruption-system. How could they not be? But they are protected not only by their organs but also by their third judicial powers. Thus, the word comes, about two years ago, when talking about wealth, firms, farms and “shareholders of today's prime minister of Kosovo, a senior prosecutor, I don't remember just the capital or the entire Kosovo, went on television and said: “it's true that some ministers and deputy ministers are suspicious, but the prime minister is not suspicious! ” When I heard this statement by this prosecutor, the prosecutors remembered the prosecutors in the former Yugoslavia, so even in the former self-government socialist Kosovo, actually neostalinist, when they, prosecutors, showed us how punishable all the students of all young people who participated in demonstrations against the violence and terror directed by Milosevic's myths and how deserving officials were of bringing police against them and intellectuals who condemned them as hostile and contradictory to their demands for the Republic.

How, then, can corruption be fought?

Like all other political and social evils, the evil called corruption can be fought, reduced, can be prevented if it cannot be completely eliminated, once for all, in a proven way in some other countries not only on the European continent, and this is called the research of property of the rich easily and quickly for a year or for several years. First, the law would have to be passed, the law relevant to the research into property origin. Second, it would have to create the relevant institution for that wealth research, which makes it possible to adopt the law in question. Third, wealth created in illegal ways, secretly, mysterious, by illegal means, in ways called corrupters, must be declared illegal and nationalized. The fourth, the rich in that way whose wealth is nationalized, must be punished for the court of law.

There is no doubt that in this way there would be legal and moral barriers for people who violate the wicked Constitutions, scruples, and social morality to be quickly enriched by dishonest means in ways of corruptness.

But to create legal bases for fighting corruption, the state must be a rule of law, which, unfortunately, a hundred and once unfortunately, is not Kosovo yet.

We citizens, we, the sovereign, are guilty, why corruption in Kosovo and Albania is so bad, so great, so great that senior European Union officials have called it pansemic corruption.

As it is known, as it is written hundreds of years in Europe, the values of which are so often emphasized, citizens rather than state institutions are source bearers of sovereignty. For this reason, when institutions act badly and become corrupt or do not act properly and allow corruption, citizens must react, react, seeking to free society and state from them - from corrupt representatives of these corrupt institutions.

The case is talked about corruption, in vain, called infertile, words are spent on fighting corruption if no law is created and conditions are not created for the research of the assets of the highest political and state rulers, and if wealth created by corruption is exploited by political and state positions.
