President Hashim Thaci has decreed on Friday the three laws adopted this month in the Assembly, as the eight-day period has been consumed in advance, within which MPs have been able to counter the constitutionality of these documents.

“We will file complaints to the Constitutional Court, but from previous experience nothing will change”, had warned Igor Sibiu, deputy of this political subject that does not recognise Kosovo's citizenship, nor the right to have its own army. The Serbian list has exactly ten deputies in its parliamentary group, but among them is one of the ranks of the Goran community. It is Adem Hoxha who, according to newspaper sources, has refused to sign to contest laws. Therefore, the list has not had the minimum number of ten lawmakers that the Constitution requires to contest decisions adopted by the Parliament.
The newspaper has not been able to contact him, since in phone numbers found to be contacts on the Parliament website, family members have been notified. Hoxha's assistant was contacted, but neither did he.
Immediately after the time has been consumed when documents could become subjects at the Constitutional Court, President Hashim Thaci has decreed the Law on KSF, the one for the Ministry of Defence, as well as the Law for Service in the KSF.
Unlike earlier decrees, he did so in front of the media and in the presence of several KSF soldiers who had been invited to the office, but also the commander-in-chief Rama himself.
“As president of the Republic of Kosovo and supreme commander of the Kosovo Army, I wish you, honoured commander, all soldiers, officers, deputy officers and the people of Kosovo”, has said in February, after the signing was thrown into laws. “I thank international supporters, the US and all other Allied states on this important day of the Kosovo Army formalisation”.
In the middle of this month, when laws were passed in the Assembly, the Kosovo Army is backed by the world's largest military powers. With the vote, the United States, Germany, the United Kingdom and France have pledged to support this force in the transition that will last about a decade. All three of these countries are the main Heeders of the largest military alliance in the world, NATO. The Alliance, meanwhile, has expressed some reservations, since its official positions depend on all member states, among which there are those that have not recognised Kosovo's citizenship.
Serbia, Kosovo's northern neighbour, was furious by decision-making in the Assembly. The highest political and military officials of this state responsible for crimes committed during the 1990s in Kosovo, Bosnia and Herzegovina and Croatia, were located that day near the border with Kosovo, where hostile statements against the world's newest army were issued. One of the initial threats was that each member of it would be arrested and punished.
An analysis of Strategic Security Review provided the need for Kosovo to have its own defence sector. The amendments also received the green light from the Constitutional Court. But they were not put to the polls, because Serb MPs conditioned the amendment vote. They demanded that, along with constitutional amendments on behalf of the FAK, a amendment be voted, under which communities also benefited from a reserved country mandate, meaning that, in addition to guaranteed seats, they provided additional conform seats to the percentage of votes that arrive at the election.
In the elections following the Serbian vote, the Serb List, a new political subject, was sponsored by official Belgrade. This party has by no means agreed to support constitutional changes that would make the country military. After that barrier, international authorities have given the green light for advancing the mission and mandate of KSF to take place only through legal changes.
