This will be the first topic to be displayed at dialogue table with Serbia

It's 20 years since the end of the war in Kosovo, and Serbia still does not show the whereabouts of missing Albanians. For the past two decades, family members are anxious and have been violated by their basic right; information about the whereabouts of their loved ones. Family members have little hope that the fate of missing persons will dawn, while the Negotiator Team for Talks with Serbia is pledging that there will be no final agreement with Serbia without the issue of missing persons being clarified.
The Kosovo government in November decided to impose a 100% tax on Serbian products entering Kosovo in response to Serbia's campaign against Kosovo citizenship.
But so cut off were never able to show Kosovo's powers, on the most sensitive issue in the country, that of missing persons.
No location of where more than 1555 Albanians were sent during the 98-99 war was ever taught, and the issue was not achieved to be discussed at a high level at the Brussels table, between Kosovo and Serbia, with European Union mediating.
For six years, the telecom, energy, removal of the barricade over the Iber River, and other issues has been discussed in Brussels, but no family demands of missing persons were discussed.
Family members and associations representing families of missing persons are still trying to maintain little hope that the fate of their loved ones will be solved.
Kosova Prees has asked the country's president, Hashim Thaci, about the process of the missing, since the same heads meetings with the Serbian side in Brussels. In short, he has said he has been notified by the state delegation, that this will be the first point to be discussed.
The Kosovo Negotiator Team will definitely be the first point to discuss. This is now official”, he said.
Bajram Krkinaj, speaking on behalf of family members, says more pressure must be put on the international community.
The one who has received competencies must pressure the international community. Whoever has the powers must say stop, this issue should be, and I don't talk anymore. Who's doing this? Which is the one determined since he decided to raise wages doesn't belong to anyone. When something was decided that was persuaded of the government that no longer has to take goods, 100 percent at a price, it was immediately decided, why is it not even being talked about the found? These are kids, we've got these kids, we don't care about any politics, we're interested in a sign that my son's got my wife, my brother, my sister, dad”, he says.
But the co-chairman of the new Negotiator team that has formed Kosovo for talks with Serbia, Fatmir Limaj, is pledging that there will be no final agreement with Serbia, without clarifying the issue of missing persons.
The “there will be no comprehensive, final agreement with Serbia without clarifying until the end, and without being part of this agreement the issue of the found”, he says.
And Bajram Qerinaj, who now and almost two decades, knows nothing about where his missing son is, indicates that every day he expects his son to return.
If you don't have what you say, you have nothing positive, as long as you tell the family, what do you say? I'm 81, not just now, but even when I'm gone I think my son is coming. Not a day at this association goes by without someone who doesn't say it, someone told me something, something new comes out of family, or dreams about when we're gonna find our boyfriends. It's hard to confront your family”, he says.
This association is filled with family members with tears, coming and telling each other dreams they had seen the night before.
All in the hope that someone has learned more about their missing loved ones.
How difficult the condition of family members is, well, the case of Halil and Zyle Ulyan.
In a big house, only two old men who have passed 80. They don't know if their boys are alive, only they know that Serbian police have taken them and disappeared on the day of April 16th of 99.
One was 30 years old, two 19, and two others aged 15.
The Kosovo team has stayed at the Wolfani family's house, and has heard the confessions of two parents that Serbia received the most expensive they had and left alone.
They've taken it, they've taken it, they've taken it to the squirrel, they've taken it, they've taken it, they've left it. They're talking to those of us who've been taken to a level, they've got their statements in there, and, uh, a Serbian friend tells me, he says with my own eyes I've seen Shaip (my son), and they've brought him a nation of Albanians, they say they've taken them to that nation, or sent them to Belgrade, or they've got guns, from then I don't know anything about them, he says.
The hard - moving Ujcanian fire shows that there is still hope. This is also seen in her tears.

They are left alone now, spring to stop in April 1999, and their conversations carry only one topic, that of missing boys.
I don't know what we did. Sometimes we come out here on the balcony, we play until the pillow meal is done. The rest of us don't know how to do just their chicken. They're probably rotting somewhere, we still fatten that they're somewhere”, he says.
Behxhet Shala, who heads the Council for the Protection of Human Rights and Freedoms, says the right time for whitewashing the fate of the found persons has been after the end of the war.
According to him, at that time it would have to be the location, since in his view, time could diminish the solution to this process.
The international union then has an opportunity to put a proper pressure on the two-combat party to tell them about their fate, because you can believe that one person or two can disappear by accident, but if it's about thousands that have been on the list of disappearances, then it's not a matter that's just disappeared, but it's been a policy, a co-ordination center, so it's a center of responsibility for these explanations and information where these people are. The international community has not done so due exclusively to political causes because it wants both sides to play the role of building peace at the expense of victims, at the expense of family members who have remained alone in implementing basic human right, to post information on the fate of their family members”, he says.
On the case of the killed and missing, no judicial process has yet been conducted, and Serbia's state has never been co-operative in whitewashing their fate.
Saranda Bogujevci, deputy in the Kosovo Assembly, who has missing family members and was shot by Serbian forces, says Kosovo should not have entered the negotiation process with Serbia without resolving the issue.
“It is not that pressure is being put on Serbia, it has yet to be met-reform the law, it has been at the request of family members who have been completely right, due to other very rights laws being denied. I've mentioned many times that besides the intensive work that we have to do both as Parliament and as Government, in front of Serbia, to return the bodies of the missing persons, the other is what we're doing to create mechanisms for family, what we're doing for them. It is not enough to take a pension where it is a contribution to family members, mechanisms should be built for their support on daily bases, in whatever form they need”, he says.
Of the representatives of the institutions of the Republic of Kosovo, there were always promises. It was said that they are constantly demanding that this topic be part of the dialogue, but there were no results.
And according to Deputy Prime Minister Fatmir Limaj, this topic will be special, and which expects special agreement for the unemployed to be reached, which would be introduced to the final agreement.
“We will have the relevant commission for the missing, will be the particular subject, we will have leaders who will run this. There will be special agreements on this subject, we expect special agreements on this topic, which will be inflated to the final agreement. I believe that if all other topics, even the question of the found will come to an end if we come to a successful comprehensive agreement with Serbia”, he says.
And family members are considering that the year 2018 is the poorest year in the process of missing persons.
They say that no written information has been obtained as far as the process of their missing family has gone.
