Representatives of the United States of America and Britain show support for transforming the Kosovo Security Forces (FSK) into armed forces during the UN Security Council meeting.

Other countries, however, had divided opinions in their attitudes. Russia's Ambassador Vasilij Nebenzja has reiterated the grief of Serbia's president, Aleksandar Vuciq, over recent developments in Kosovo and condemned the formation of the Kosovo Army, saying it poses violations of Resolution 1244, Serbian media report, broadcast news.net.

China's representative has said China respects Serbia's territorial sovereignty and integrity and welcomes Belgrade's efforts to find a political solution with Pristina.

At the same meeting, the ambassadors of the Netherlands and France have reiterated that they support Kosovo's independence. France's representative, however, added that the formation of the Kosovo Army took place at a poor moment, taking into account dialogue with Belgrade.

He also called for Pristina to lift the tax on Serbian goods. The same attitude was shared by the Netherlands representative, who stressed that the decision to form Kosovo's army comes at an inappropriate moment so that both sides should appear cautiously and possible runs are avoided.

Peru's representative has said he supports the process of normalising reports between Belgrade and Pristina for stability in the Balkans. Peru believes the formation of the Kosovo Army is not in line with Resolution 1244 and the Brussels Agreement.

Ethiopia's representative has said their position is unchanged: “vertebly supports Serbia's territorial integrity and sovereignty, seeking calm solutions to all subjects in line with existing” documents. Kazakhstan appeared concerned about forming the Kosovo Army, their representative to the UN Security Council stressed. The unilateral “Measures mar peace”, Kazakhstan's ambassador stressed.

Equatorial Guinea representative said in favour of continuing dialogue between Belgrade and Pristina and supported Resolution 1244. Bolivia's representative has called for respecting Resolution 1244 and Serbia's territorial integrity and sovereignty. Côte d'Ivoire has said that the formation of the Kosovo Army poses opposition to Resolution 1244 and urged both sides to refrain from pressing actions so as not to threaten stability in the region.

Poland's representative, the state that has recognised Kosovo's independence, has stressed that transforming the Security Forces into the army is the question of Kosovo and that future armed forces should be formed in line with the Constitution and with the current process.

Kuwait's representative, a state that has recognised Kosovo's independence, believes decisions by the Kosovo Parliament are fair and that Kosovo can form the military in accordance with the Constitution.

However, he has acknowledged that decisions could present concerns for Serbia. Kuwait does not see decisions contrary to Resolution 1244. He called for dialogue, which according to him is the only way of resolving problems between Belgrade and Pristina.
