The United States of America has reaffirmed its support for the gradual transition of the Kosovo Security Force to Force with territorial protection mandate, such as the sovereign right of Kosovo.
The “call on the Government of Kosovo to continue close co-ordination with NATO allies and partners and to engage in the constructive work on the ground with minority communities now and throughout the long multi-year process. We expect existing arrangements with KFOR for the movements and operations of forces in Kosovo” will continue, the US Embassy in Pristina reported.
Germany has said that adopting laws to transform the KSF into the Army does not make use of escalation of violence and has invited Serbia and Kosovo to content.

After adopting package laws for converting KSF into Army, against this action has been reacted to by Secretary General NATO, Jens Stoltenberg.

NATO supports the development of the KSF under its current mandate. With the change of mandate, the North Atlantic Council must now review NATO's level of engagement with the Kosovo Security Force”, Stoltenberg has said.
Even Maja Kocijanciq, spokesperson for the European Union, has stated that the EU shares the view with NATO, which the mandate of the Kosovo Security Force can be changed only through the comprehensive and gradual process, in line with the Kosovo Constitution.
The European Union expects Kosovo to continue keeping its obligations out of the First Agreement, which was reached in April 2013 in Brussels, as well as its security arrangements”, Kocijanciq stressed.
The Kosovo Parliament has also written international media for voting the package of Army laws.
Reuters writes that approval in Parliament took place a week after Serbia warned that such a move could spur Belgrade's military intervention.
