Albulen Noecaj, from the INPO organisation, has said that Kosovo is still in the early phase of fighting corruption.
Its organisation is part of the organisation in the Anti-Corruption Week, which is why it has spoken at “Express Interview” on KTV. Commenting on the activities within this week, she has said that not only did the ambassadors' statements that were striking at the state of fighting corruption, but society itself well knows what the report is about to fight corruption.
We are in an early phase of fighting corruption. We're talking about fighting high-level corruption, big fish, and people know it's about high officials”, Nocaj said.
For them, she has said that either acts of prejudice have not been filed at all or that minimum sentences have been rendered.
Kosovo has adopted the law to cut interest conflict. We as civil society agreed to monitor this process. We have officials exercising up to 7 positions within a working schedule. We see this official can't be efficient in performing jobs and on the other side damage to the state budget”, Noecaj said. “What we're doing is by scanning the situation, identifying in each institution how many officials operate contrary to this law and making it public to pressure the ministries not to allow the violation of this law” has added further.
In addition, Noecaj has said the procurement continues to be the most exposed to corruption. And the main problem remains to plan tenders. For example, it has taken the case of buying beds from QKUK, which are bigger than the doors of the rooms of this hospital complex.
Noecaj has said that institutions also have problems managing contracts.
She has said there is no precise measurement of how much citizens report corruption.
But if we see the trust of the citizens of Kosovo in the institutions of justice is very low, and it harms citizens to make claims about corruption”, Noecaj said, until it added that there is also a question of citizens' thinking to fight corruption.
When she spoke of the justice system, she said she was not missing.
The lack of staff is no longer a problem, and it should be added that judges and prosecutors' salaries are at a satisfactory level”, she has said, while adding that massive corruption is not fought due to political interference.
“We are demanding that a process of property be done, precisely because of citizens' trust in the justice system. Veting would restore faith”, Noceya said. Of course, we don't believe that all people working on the justice system are corrupt”, she said.
