In 1992, Sali Berisha, also president of post-communist Albania, had signed an agreement with Slobodan Milosevic's subordinate, Momir Bulatovic, who held the position of Montenegrin president.
This deal has to do with the oil supply of the former Yugoslavia, which is headed by Milosevic along the Albania-Montenegro waterline. This was also the breaking of the international embargo on the former Yugoslavia because of wars in Croatia and Bosnia. Oil Berisha sold to Milosevic prompted the Serb-Yugoslav military forces to continue the war in Bosnia and Herzegovina. The agreement in question has never been completely dawned, but has been indirectly accepted by Berisha himself on several occasions.

“In the Belgrade suburb, we had nine large warehouses that stored cigarettes entering Montenegro and Albania. We did a lot to survive. We registered firms in South Africa. With smuggling money, we paid the workers, the pensions, kept the army, and so on. I went to Sali Berisha and begged him to close his eyes and allow smuggling”, Bulatovic confessed.
He says in this interview, even Sali Berisha helped Belgrade in wars in the former Yugoslavia, including Kosovo.
“Sali Berisha as the chief responsible helped the Belgrade government during the wars in both Yugoslavia and Kosovo”, he says.
Bullatovic visit in 1993 to Tirana
Bulatovic had visited Tirana in 1993. He describes his visit this way:
The “things are starting to move for the best after September 1993. At the time, I was at the helm of Montenegro's presidency, in the position I have visited Tirana and met with President Sali Berisha. An agreement has been reached and implemented to intensify cross-border co-operation. Many residents have exploited this, especially those Albanians whose members had not been seen with each other for 50 years. Co-operation in the economic plan has since begun, he says.
