Only the military made co-optics this year in the Assembly

During 2018, decision-making in the Kosovo Assembly was seriously challenged. The lack of quorum was a <x0hije” that followed the plenary sessions. In the country, a decision-making majority of ruling coalition parties lacked, but also an opposition with sufficient numbers would challenge current power.
The unity of power and opposition, ruled out by MPs from the Serbian List, was witnessed with the adoption of laws to transform the Kosovo Security Force into the Army.
A half union had in the process of ratifying the border demarcation agreement with Montenegro. Also, cases of power-opposited unification were noted in the adoption of laws linking with Kosovo's integration into the European Union or visa liberalisation.
In other cases, the Assembly was largely divided, resulting in disruptions due to lack of quorum. A non-recognition of the Parliament was a second-read disapproval of the Bill on the 2019 budget.
The Kosovo Democratic Institute, which monitors the work of the Parliament, has published figures under which, during 2018, the Assembly has held a total of 42 sessions, of which 23 were plenary, 16 extraordinary and 3 solemn sessions.
Agnes Haxhiu, researchers and monitoring the work of the Parliament by the Kosovo Democratic Institute, said KDI has proposed certain recommendations in order to improve performance and efficiency at work.
“The Assembly must restore the practice of holding sessions on Thursday, eventually on Friday, as provided with the Labour Rule, so parliamentary commissions can be given space to hold their meetings on other days. This would reduce the possibility of failure, whether of committee hearings or meetings and of collecting issues that must be considered”, Haxhi said.
