The previous balance reported four deaths. Although the intensity of the storm wind Usman was not very powerful, torrential rains caused landslides and floods in the Bicol and Visaya regions.
Most of the victims were found overwhelmed by extremely high water levels or massive landslides. Sixteen dead in the Bicol region and six in eastern Visaya.
