The U.S. Embassy has issued a statement after voting laws preceding the transformation of the KSF into the military.

The United States of America reaffirms their support for the gradual transition of the Kosovo Security Force (FSK) to force with territorial protection mandate, as is Kosovo's sovereign right. Today's vote in the Assembly is the first step in developing this capacity.
These laws bring no immediate change to the structure, mission or force operations, but they represent the beginning of practical and ongoing work for building a transparent, multiethnic and interethnic force with NATO that serves all Kosovo communities, in accordance with the ten-year transition plan of the Government of Kosovo.
We call on the Government of Kosovo to continue close co-ordination with NATO allies and partners and to engage in agricultural work on the ground with minority communities now and throughout the long, long process. We expect existing arrangements with KFOR for the movement and operations of forces in Kosovo will continue. All Hisedars inside and outside Kosovo must support and encourage citizens of Kosovo's minority communities to participate in its security forces, for the benefit of their communities and the country. The United States of America is committed to working with the KSF to promote professional development and organisational evolution, which will contribute to peace and stability in Kosovo and the region.
Regional stability requires Kosovo to make real efforts to normalise relations with its neighbour, Serbia, and to encourage both sides to take immediate steps to ease tensions and create conditions for rapid progress in dialogue. The goal: to reach a convenient agreement for both sides that will boost peace, stability and prosperity in Kosovo and the region also represents the highest priority for the United States of America. We call on all of the Heeders to re-peat their energies and engage seriously and constructively in achieving that goal.
