Life Krasniqi, from the Kosovo Democratic Institute (KDI), tells Radio Free Europe, that the competencies of who will lead the Kosovo delegation have not been clarified well.
According to her, despite the law adopted by the Government of Kosovo, the state delegation is said to be the one speaking on behalf of Kosovo, who makes decisions, however, the president has his constitutional competencies and the institutional hierarchy cannot be changed by this law.
And the director of the Development Democracy Organisation (D4D), Shpend Emini, thinks the founding of the negotiating team is only a symbolic act.
