Belgrade has disagreed with Montenegro's departure, and in all ways is trying to provoke chaos with the help of local actors.
Helsinki Committee for Human Rights in Serbia Chairman Sonja Biserko believes Serbia's attitude towards its neighbours is a test of return in the 1990s and that regional relations are currently on the verge of a blow.
