In Kosovo, the law on training, rehabilitation and employment for disabled persons is not being found. The law, which imposes institutions on every 50 employees, employ one with limited capacity.

This is true even against the qualifications of such ones.

The 26-year-old Podujevo, Nisretta Citaku, has finished the economics faculty for four years now. It has applied in many places of work, even held training.
Disillusioned, she says institutions are not taking anything of this category. According to her, they are facing discrimination every day.

I think the reason for this is that our institutions deal very little with the category of persons with special needs. But not only state institutions but also private ones. Where I applied to a workplace, I applied, I've brought CV, I've received training all that I did, I've done all the necessary paperwork, maybe more, just like the employment criteria were, and at the end, maybe they called me in the test and in the interview, and nobody called me”, she said.

That the law is not being implemented and even organisations that support this category say.
Bujar Kadriu, of the Kosovo Institute of Limited Environment, says 99 per cent of these people are unemployed.

The implementation of this legal mechanism is unfortunately far from acceptable for disabled persons, today people with disabilities, despite their professional and professional preparation even according to the needs of the labour market, are very difficult to be an integral part of the labour market. Even today, disabled persons are mostly over 99 percent unemployed”, Kadriu said.
Kadriu says this is due to the lack of the will of institutions for law enforcement.

Commission for the Protection of Human Rights and Freedoms Chairman Behxhet Shala has said that this category deserves to be employed.

They most require that they be given access, not in the form of mercy, but in the form of compassion, but in the form of abilities they have, to show themselves, through a place of work, and that's all they ask for. It means that they do not demand special treatment from others. But they demand that they have an equal opportunity and a non- discriminated approach in finding a job. The law should be very ruthless for those who do not comply with this legal obligation and violate the rights of disabled people, and these cases we have many in Kosovo. In the time of the former Yugoslavia, disabled persons have been treated much better than they are currently treated”, Shala has said.

These people are being violated by human rights, says ombudsman Hilmi Jashari.

I generally say that it is considered to be the most vulnerable groups in Kosovo society, in terms of implementing rights guaranteed by law. It should not be forgotten that it is standard in blind persons or young people, especially children who have disabled problems, there is no systematic care organised by public institutions to offer adequate support and protection. We have also had cases where even budgetary planning of the country's central institutions has not been adequate and have not been adequate for the need for support”, he said.

Fadil Osmani from the Employment Centre within the Ministry of Labour and Social Management has confirmed that such discrimination occurs in institutions.
In our employment evidence we have 445 disabled people, of them females are 144. This number could have a much bigger cone, but they're initially reluctant to come in and show up. Otherwise, services provided by employment services are free services, services for all of our job seekers, including disabled people, and marginalised groups”, have concluded Osman.

In addition, he says employers are reluctant to employ disabled people because they suspect the work they offer.
