Among them, on December 17, 1912, was the decision to establish the Albanian Secret Service. The decision stated: “to organise a great service for the treadback parts of Albania”.

For his organisation, concrete persons were tasked, among whom the Lef Nosi of Bajram Curri.

We see the continuation of the Albanian secret service again after the arrival of Prince Wilhelm Vidi (in 1913), during World War I and after.

On January 21, 1920, the National Congress of Lushnja organized the Council of Nantes and resanciated the division of powers, lawmakers, executives and judiciary, as well as the establishment of the Interior Ministry. On December 24th, 1921, Interior Minister Ahmet Zogu was decreed, who made the reshuffle of MPB, creating and the Secret Section. Hakki Stermill was appointed director of this section.

Seen in the historic plan, the leading Albanian intelligence service, during this period, has had these appointments: in 1922, the Secret Secretary and, in 1923-1939, the Secret Office. At the central level, the secret service event would be run by the Secret Office, while at the local level was run by the Prefecti, who had set up a special office dealing with “reserve issues”.

In consolidating the institutions of the Albanian State from January 1927, the organization of the Foreign Intelligence Service, based in the Ministry of Foreign Affairs, represented by our diplomatic headquarters, organized an information network that operated on the consulate mechanism ão-prefected. Different clans and political forces, during the period 1925 - 1939, driven by narrow and external interest, have provoked unrest, conspiracy, murder, sedition, etc., with the aim of destabilizing the country and violating national security.

After World War II, in December 1944, March 1945, the Albanian State immediately paid particular attention to the establishment of state security organs. These were the following of the Military Intelligence Service during the National Liberation Antifasist War. Initially, after the country's liberation, the Directorate of Public Protection was established, depending on the Ministry of Defence, which worked until 1946, when the State Security Directorate was established. In 1966, reorganization took place at three principals - the first of its counterintelligence, the second of its Guidance, and the third of its political discovery, which it preserved until 1991.

State Security bodies organised their activities based on a platform of former political and unsupported doors. This brought serious violations of human rights. Many legal violations were committed during his activity. He surveyed all sectors of the country's life, Quadrets and ordinary people, applied unjust practices, and exceeded competencies, especially in the context of the conflict of classes and its artificial promotion. A number of citizens became victims of the event.

After 1990, with the establishment of political pluralism in Albania, state security organs were reformed, adapting to the demands of the legal state. Thus, in 1991 the National Intelligence Service was established, with Law No. 7495, date 02.07.1991, “For organising the National Intelligence Service.” The primary task of this service was established to prevent, uncover and suspend any unconstitutional activities that violate the freedom, independence, protection, territorial integrity and national wealth of the Republic of Albania. SHIK was established as a depoliticised institution, and as such, it has undergone occasional changes. In 1999, with Decision No. 61, the date 22.11.1999, of the RSH Constitutional Court, is changed from the National Intelligence Service (SHIK) to the State Information Service (SHISH).
