In the past four years, only one woman from Junik has sought to register property in the Dukagjin Towers municipality.

The region that preserves Canun's traditions, where property should only be in the name of men, seems to have had the greatest resistance in implementing the country's Government initiative to register property on behalf of two mates.

In the last four years in this municipality, only one property has been registered in the name of women, while only 296 women have registered property in this municipality.

In 2016 the Cadastral Agency had proposed to the Government of Kosovo that the registration of property on behalf of the two mates be done free of charge. The decision was adopted.

A BIRN investigation into the cadastral records of municipalities shows that instruction had an effect if the data was compared to 2015, where the census was low. In 2015 in 28 municipalities in the country had registered 156 properties in the common name, while two years later, in 2017, the amount had increased to 1907 registered properties in the name of women.

Research reveals that Ferizaj as one of Kosovo's most industrial municipalities is the municipality in which mostly citizens have expressed interest in registering real estate on common behalf. A total of 912 cases of property registration have been presented in this municipality since the release of the instruction to date.

As the capital of over 200,000 people, data from Pristina does not show any enormous growth and effect of guidance. Only 185 cases of property registration on common behalf have been presented in the capital, while only 8 thousand women have registered property.

In Pec, as one of the largest municipalities in the region, a total of 315 cases of property registration have been presented on a common behalf. While Gjakova, as the only municipality which has had the opportunity to be led by a woman, totals 329 cases.

Even in the central part of Kosovo, the effect of guidance has been noted. A total of 150 cases of instruction implementation have been presented in the Drina municipality in Malisheva 164 cases, but it should be mentioned that the part of Karadaku is extremely well, with Gjilan showing up a total of 241 cases for registering real estate in common name.

Research shows that in Mitrovica 159 women have applied for property registration.

Success municipalities

Research shows that Prizren and Pristina lead in the number of properties registered in the name of women. In Pristina, 8,533 properties are registered, while in Prizren there are 8,198.

Research shows that the largest percentage of property registered in the name of women is registered in northern Mitrovica, where 31.7% of property is registered only by women.

While, the municipality in which there are mostly registered property only owned by men is the municipality of Malisheva, in which about 90% of property is registered only by men.

The data shows that the total number of owners in Kosovo is 528,827. Of them 429,000 or 81.12% are men and 89,193 or 16,87% are women. The remaining 10,634 or 2,01 % are legal persons.
