Turkey has not yet joined “Europapol” since it does not recognise Cyprus, which is one of the criteria. Kosovo is in a similar case.
In the case of Kosovo, The EU appointed a special representative to mediate between Kosovo and five EU states that do not recognise its independence.
Deputy Foreign Minister Faruk Kaymakci said Kosovo's model could be suggested in the EU.
“If there is will, there's a way.”, he said to the Hürriyet daily.
Another criterion for Turkey to liberalise visas is the fight against terrorism.
