Kosovo Telekom's announcement reportedly that the process of application and selection will be conducted with open and transparent procedures, which will be in line with the Law on Public Enterprises. Telekom says it has asked the government for the British Embassy to be included in the selection of chief executive chief.

The candidate must have university degrees in technical sciences, telecommunications, business management, economy, finance, engineering, legal or similar areas. There should also be good knowledge of English in writing and speaking, and advanced education (master) is preferred in the relevant sector.

Under the terms of the contest, the candidate must have at least 5 years of high management experience. Individuals with labor experience in companies, other high-size corporations and high complexity are preferred, including other requirements that the article envisions 17. The deadline for application for the position of chief executive of Kosovo Telecom is December 13th 2018.

Gent Begolli has resigned “for personal reasons” on October 31st, after taking office 21st of this year as chief executive chief of Kosovo Telecom.

Begolli has been the director of Public Services in government passed in Pristina by the Alliance's ranks for the Future of Kosovo. Begolli was also the host of the AAK's list in the local elections for the Pristina municipality.

Meanwhile, an interpretation given by the Office of the Prime Minister and the Ministry of Economic Development have been unable to enable Blerand Stavileci to enter the race for executive director of KEK.

Kosovo's chief executive of public enterprises must be independent, as required for other members of the Board of Directors of Public Enterprises. So no person who in the last 36 months has had political positions in institutions or political parties can be elected to the top management of a public enterprise.

This is the interpretation of the Ministry of Economic Development ( MZHE) and the Office of Prime Minister (ZKM) for candidates for KEK Director Management who have had a political past following the request for legal interpretation the KEK Board has made by 12 September.

This interpretation was required to clarify Blerand Stavileci's candidacy, former minister of economic development, now part of the cabinet of the chief parliamentr, Kadri Veselin and candidate PDK for the Pristina municipal assembly in the 2017 local elections.

This legal opinion has noted that Article 21 of the Law on Public Enterprises says that by selecting and appointing senior Public Company officials, the person who is either in or at any time over 36 months before the application date has been elected public official, appointed political or the host of a leadership post or decisionmaker in a political party, the chief executive of the Public Company cannot be elected.

“In the Law for Public Enterprises it is clearly defined that a person is not considered independent and does not qualify for elections as director at a NP if “is either at any time or during the 36 months before the application date has been a elected public official, appointed political or host of a leadership post or decisionmaker in a political party”, is indicated in legal opinion.

According to this opinion, the definition of the term “appointed political” implies the person who has been appointed or proposed by the political subject as a candidate for an elected post.

One of the KEK Director's candidates is also the former minister of economic development from the PDK ranks, Blerand Stavileci, who has held the post of minister since December 2014 until September 2017.

And in ZKM and MZHE's legal opinion, 36 months have not passed since Stavileci was a political nominated minister.
