Resolutions and platforms for the next phase of talks with Serbia have been proposed and proposed by all parliamentary parties, both in power and in opposition. But, so far, none of the proposals have received the Parliament's approval due to the lack of consensus and political unity.

Political affairs analyst Agon Maliqi told Radio Free Europe, that the resolution is a simple form of consisting, without any weight or legal power, while the platform is similar, but at least clears and is more inclusive.

He says the resolution, in one case, could prevent border discussions, while the platform could include more things.

“in this last phase of dialogue, Kosovo would have to have some kind of consensus on all issues, not just the issue of borders. But, after all, both platforms and resolutions do not have any huge weight because, after all, any agreement reached in dialogue with Serbia should be brought back to the site to approve. Therefore, resolutions and these are also perhaps more symbolic issues, even issues of meeting political positions, rather than something weighing politically binding for Government”, Maliqi said.

Maliqi thinks that the platform compared to the resolution has a slightly bigger weight as a political mandate, which sets a kind of framework, but, as he said, does not necessarily have any very great power.

The “is a bit like the job when the Parliament approves the Government programme, while the Government may work and may not fully implement its programme. So ultimately, one team should be given a mandate and it would be best for that team to be more comprehensive, for that team to negotiate”, Maliqi said.

Politologist Ramush Tahiri, speaking of Radio Free Europe, does not believe that the Assembly will be able to produce a platform for dialogue, nor a resolution that could prevent the president from representing Kosovo within or outside the country, and to prevent him from talking about borders in dialogue with Serbia, in a comprehensive agreement.

I don't see the debate in the Assembly as reasonable, when Kosovo is an independent state, has the Constitution and the laws, and there is no need for resolution or abdomination (instinance) those in the Constitution, nor can they be strengthened in the Constitution. I also don't think we can prejudge anyone, as long as there's someone who has high office as president or Prime Minister”.

“Resolutes and platforms, one or the other, in normal states are not mandatory... they are pre-election or resolution reacts to a certain case. In democratic states are the laws and the country's Constitution, and there are no prejudices or red lines before the talks start”, Tahiri said.

Various variants of resolutions for dialogue with Serbia, which MPs from the ruling and opposition parties have different opinions, have been proposed in the Kosovo Assembly.

Representatives of the ruling political parties say Kosovo should be unique during the Kosovo-Serbia dialogue in order to preserve sovereignty and integrity.

The idea of changing the border between Kosovo and Serbia, which the president of Kosovo has called “correction of the” border, meanwhile, Serbia's president, Aleksandar Vuciq, such as the “definition between Serbs and Albanians, remains with unknowns, assessing the connoisseurs of political developments.

Dialogue between Kosovo and Serbia develops at two levels -- the political one, where delegations are represented by the presidents of states or prime ministers -- and the technical level, developed through teams of experts, ministers and representatives of institutions from both states. Initially, talks began with meetings at the technical level in March 2011.

But, meanwhile, as Brussels facilitated, meetings at the highest political levels were initiated.

Currently, the parties are reportedly working towards reaching a final agreement between Kosovo and Serbia, but the issue has been complicated from the moment the presidents of the two countries have spoken about the possibility of changing borders.
