KEK's full response:

Seeing the situation created and citizens' serious concerns about the lack of electricity supply, we want to inform you once again with our current production capacities, as well as to clarify once and for all the responsibility of the Kosovo Energy Corporation (KEK) and who has the responsibility to supply citizens with electricity.

First let me inform KEK, according to the energy balance, by 15/12/2018 it has been planned to have two generation units operating in TC “Kosovas A” and a generation unit in TC “Kosovo B”. We are currently in production with the b2” TC “Kosovo B” and also with “The A3” Unit of TC “Kosovova A”.

Our production capacity is currently over 400 megawatts/hour electricity. And “A4th unit of TC “Kosovas A”, with the date 21.11.2018 is out of operation due to a technical defect presented in the course of Caldaja (this unit was installed 60 years ago, so there are major technical problems). According to market obligations and regulations, KEK has long, 24 hours earlier announced to operators about this stop. According to the planning, it is expected to be turned into production on 26.11.2018.

While, “Unit B1” of “Kosovo B”, which is in planned annual remont, is expected to start with production by 15.12.18.

What are KEK's obligations and who has responsibility for providing citizens with electricity

KEK has no responsibility as far as the supply of electricity consumers and the reductions are happening. According to the license, KEK from 2013 has exclusive responsibility only for electricity production and coal explosion.

As for the public provider (universal service provider) by 2013, according to the license, KEDS/ KESCO. This operator is responsible and responsible for providing citizens with electricity. And COSTT is the response to balancing the power system.

Therefore, for reductions or lack of electricity to consumers, those who are licensed and have these obligations must account for.

After all, for this very reason the distribution has been privatized, namely, to provide electricity for consumption needs and not only our capacity of production.

KEK's production capacity, even if it's all units in production, which is absolutely impossible because of age, (about 60 years ago they were installed in TCA and 30 years ago in TCB), produce the maximum possible 800MW/h, until internal consumption at the winter season runs up to 1100MW/h. That's why responsibilities and obligations are shared according to the licenses we have and it's arranged for the operators in the market to ensure energy shortages, import.

Again, We would like to make it clear. KEK is obliged to produce as much as its capacity and technical potential and to inform them over time, 24 hours early, operators for the quantity of local production, while licensed operators on the market ( KEDS / KESCO and KOSST) are obliged to provide the next amount of energy from import.

Otherwise, we're doing our best within our technical capacity to keep our production units in production in order to cover up more consumption, but we have no responsibility for reductions, nor to ensure the next amount of energy necessary.

During this year's nine-month KEK has succeeded in implementing production according to energy planning and balance. We have also made all the necessary preparations for future periods and are completing all the remonts according to previous planning and enough coal reserves have been created.

In the last two months, even though we haven't had an obligation according to the energy balance, we've been working with 3 blocks of the thermal power plant “Kosovo A” alone and only to reduce the expensive import.

For the end of another explanation, the opinion should be announced that import of electricity is pre-priced on consumer tariffs, and that is due and should clarify the Electricity Regulatory Office.
