GAP: AAK-led municipalities haven 32% of the Infrastructure budget

According to GAP, 82 percent of central-level capital investments are continuation of projects from last year.

Agron Demi from this institute has said capital investments from the central level continue to navigate on party bases.

According to him, of about 62.4m euros projected to be invested by the Ministry of Infrastructure, the largest amount, or about 32 per cent, will be invested in AAK-led municipalities (in seven municipalities). In these municipalities, Demit estimates, some 18 percent of the population live and occupy 19 percent of the area.

While municipalities managed by the LDK will only invest around 19 per cent of MI total investments. This, according to Demit, is a type of <x0 takeback” against the LDK, as this party has already made the largest investments in the municipalities it has led.

GAP has raised as concern that RTK continues to be financed from the state budget. Although the legal deadline for finding a solution to the institution's financing has passed in 2015, Kosovo's Assembly has not yet adopted a RTK law, with which the funding problem would be addressed. Even this year RTK will be subsidised with 11.2m euros.

Berat Thaqi from GAP has expressed concern about how the government has shared the budget for veterans. According to him, with the 2019 budget being allocated for 60.6m euros or an increase of 1.8m compared to last year.

However, according to him, only until September of this year, the government had spent its budget on veterans and has been forced to allocate additional funds of about 11.2m euros during October and November.

“Taking this into account, unless the number of veterans decreases during 2019, then the divided budget will be insufficient”, Thaqi stressed.
