27 leaders gave their support after a discussion of less than an hour in Brussels, the BBC reports, broadcast Periscopi.
Tusk said on Saturday that the deal would be approved after Spain withdrew its concerns in recent minutes over Gibraltar.
The agreement must now be approved by the UK Parliament, by majority by MPs.
The EU exit process will begin in March 2019. /Periscopi/
