The Kosovo Civil Service Independent Supervisor Council has made a decision to cancel the December 27th 2017 competition announced by the Ministry of Public Administration and the Commission's recommendation for the Criter Rating of Candidates for General Directorship in the Kosovo Correcting Service.
The current director of the Kosovo Correcting Service, Nehat Thaqi, had won this position. The decision came after a complaint by one of the candidates that had applied for the same position.
In addition to canceling the contest, the same council had said that “Obligation is being made to the Ministry of Public Administration and Minister of Justice in the Government of Kosovo since 15 days since the day of the decision to make its implementation”.
For a month it had not been clarified what exactly has been taken place following the Kosovo Civil Service Independent Council decision.
Callo. com has asked the Justice Ministry to know what steps have been taken following the council's decision and whether I will start from zero the whole competition where Nehat Thaqi was elected as director of the Kosovo Correcting Service.
According to the Justice Ministry, the competition process has been transparent, while stressing that the same competition and the entire process has been monitored by external mechanisms, the British company under the British Embassy and the Government of Kosovo's agreement on top positions, as well as by EULEX representatives, respectively.
The “Paws involved in this process have given their assessments, in terms of candidates, including the issue of assessment of criteria as well as assessments in the following processes, with what case Mr. Thaci has received the highest assessment in relation to other competitors”, the Justice Ministry's response reported.
The justice ministry says two complaints have been rejected over the process of recruiting the leadership position of the USKK.
But what has happened to the Kosovo Civil Service Independent Council's decision?
Following the Council's decision, which was then sent to competent bodies that were involved in the process, the Ministry of Public Administration has filed lawsuits at the Pristina Foundation Court, including the request for early measures to delay the execution of the Council's decision.
“From the Ministry of Public Administration we have been announced that the Constitutional Court in Pristina, the Department of Administration Affairs, with the A.r.2550/18 arrangement, has approved the proposal to postpone the execution of the Independent Council's decision on the Kosovo Civil Service A.520/2018 date 19.10.18, so we are awaiting the final decision of the court regarding this case<x1, the justice ministry says in response.
Otherwise, it was reported on the Council's decision on the contest for the position of Kosovo Director General of Prisons.
The whole decision by the Independent Council of the Kosovo Civil Service overseer was made due to a complaint by candidate Ali Gashi, who complained that he was disqualified from the process even though the same had met the competition criteria.
