The budget for next year is estimated to reach 2.3 billion euros under the government's proposed draft budget. As in years past, government priority is to build highways and asphalt.
This, despite criticism of economic experts for inadequate budget orientation, because they think new highways and roads do not help improve the social and economic situation of citizens.
Only for the construction of highways from Kosovo's 2019 budget are the total expenses earmarked at 78m and 500,000 euros.
While, in terms of new road construction in the proposed budget, it is worth 22m euros and 289 thousand and 781 euros.
Building new roads includes roads that began in 2018, where these will cost budgets 21, 098,791 euros, while new ones will cost 1m and 200 thousand euros.
On the other hand, road rehabilitation is also planned in the budget division. 53,581,651 will be spent on this.
In contrast, for the construction of bridges, the total money expenditures for next year are 17m and 950 thousand euros.
In total, Road Infrastructure will cost 193m euros and 660 thousand and 500 euros.
Economics director Lulzim Beqiri for Indexline says he is skeptical about being called development budgets”.
According to him, the current budget does not guarantee economic development.
“Budget of the Republic of Kosovo for 2019 is meant to be around 2.3 billion and I think it's positive news, but if we analyze budget orientation, I'm skeptical about what's called a developing budget, still most of the state budget is oriented in road infrastructure and the salary of the mindwork is going to social categories, for veterans in 2016 28.8 million, 2017 379 million, 2018 57.1 million. There is not yet a concrete unemployment reduction strategy, currently unemployment is about 40 percent, namely, the unemployment rate for 2014 was 35. 3 percent, or 176,743; for 2015 it was 32. 9 percent, or 145,776; and for 2016, it was 27. 5 percent, or 126,070 persons, and in 2017 the unemployment rate was 30. 5 percent, 156. 583 person”, he said.
Otherwise, the budget bill for 2019 has been distributed. While the next phase expected is its review by the Functional Commission in Parim, then the first review of the plenary collection, review by the funkyonal Commission, review of the bill by the key commissions, second review in the plenary collection, review by the commissions, third review of the plenary collection, challenge of the law in the Constitutional Court, and the end of adoption of the Law by Parliament.
