His visit to Pristina is held under a diplomatic tour of the region. Palmer is expected to hold separate meetings with Kosovo President Hashim Thaci, as well as with Prime Minister Ramush Haradinaj.
This visit is being realised at a time when local institutions are adopting legislation needed for transferring the Kosovo Security Force to an additional capacity force, as well as at the time of debates about Kosovo's representation in the final phase of talks with Serbia.
On Monday, Palmer stayed in Skopje. He named it a “historic” Macedonia's Parliament deputies' decision to vote on constitutional changes necessary for implementing the agreement with Greece on the name issue.
Similarly in Belgrade, US Deputy Assistant Secretary of State said Washington called on Kosovo and Serbia to see “historical opportunity” and reach agreement through which the “both sides would be victorious”.
“If someone is a winner and the other loser, then no one wins”, Palmer said in Belgrade, when addressing the “Endowment of Balkan countries”. According to him, the United States understands concern about the possibility that changing borders present crisis in other countries in the region, but it has stressed that the unresolved and frozen conflict “also jeopardises the stability of the region”.
