The changes made to the teaching bill of the 1990s has prompted the Education, Science and Technology Commission to postpone its review for another day.
Regarding these changes, the chairman of the United Trade Union of Education, Science and Culture, Nundman Jasharaj, said this bill is insulting the teachers of the time.
This bill does not accept the SBASAK, because with 23 euros and 53 euros, the contribution of these teachers is not recognised. 158 euros is the smallest pension in Kosovo, we refuse this bill. This is a resolution bill, with this version you are insulting educators who contributed during this time. We accept the bill, as originally came to”, Jasharaj said.
And the chairman of the Commission for Education, Ismail Kurteshi, said the commission has worked hard on this bill, but that the Parliament decides on the issue.
The first version of the bill has not accepted many international organisations, and the finance ministry has declared it damaging the budget, I think it's not serious to vote on the law as it came in four months ago. But yet we have worked hard on this bill, we as the commission are in charge of the Parliament's review decide what to do with it”, Kurteshi said.
He also asked members of this commission to come to the next meeting with concrete proposals and send this bill to the Assembly.
Finance Ministry representative Mevlid Shamlli said the ministry is ready to provide professional assistance.
The Ministry of Finance is interested in professional work. The first law has also debated much in the media and institutions. Article 7 has a few under categories that have brought us a little trouble. We are able to make our contribution so the law is good”, she said.
The member of this commission from the Vetevendosje Movement ranks, Arberie Nagavci, said it is still becoming politics with this bill until she asked the SBASK to co-operate with the commission to show the points that need to be adjusted
For me, it's disturbing to see that at this point it's becoming political. We've had a lot of working groups, where there's been consensus to push the points. In order to have good law, I think we need to show specifically what is useful and harmful”, Nagavci said.
Meanwhile, AAK Education Commission member Teuta Haxhiu said this bill does not regulate teachers' pensions, but only the contribution they have made over the years.
“We have worked hard on this bill, but this bill, how it regulates pensions, but we will get additional on those”, she said.
The first review of the Kosovo Albanian Education Workers' Status Bill from 1990/91 to the 1998/99 school year has been approved in May this year by 71 votes for, 1 against and 2 abstentions.
