So said at the table on the subject “The Kosovo-Serbia dialogue: A long way to deal”, organised by the Group for Jury and Political Studies. But differences between the ruling parties and the opposition are confirmed there too. As long as the position insists on adopting a joint document in the Assembly, this must happen after a new re-legulation, through new elections, writes Koha Ditore.
The former head of the Constitutional Court, Enver Hasani, has spoken of the constitutional aspects linking with the president's mandate in negotiations. According to him, without a clear mandate from the Parliament, through a separate “decision hoc” mandated by a special negotiating group with Serbia, “cannot be spoken of for anyone's negotiating legitimacy and decision-making in Kosovo”.
